Public Health Foundation Enterprises, Inc. (PHFE) invites applications for the position of

Health Informatics Project Manager in the Office of the Director of Population Health and Prevention (PHP);  which is the division within the health department  dedicated to primary prevention and clinical care of communicable and chronic diseases as well as environmental health and disaster preparedness. This position is critical to enable, promote and support the effective use of data, information, knowledge and technology to support and improve health and health care delivery (Functional Map for Health Informatics -Skills for Health 2004).Therefore the assignment will play a central role in managing the development of an integrated data system to increase community health and health equity in San Francisco.


  • Lead the PHP Data Systems Workgroup in the development, implementation and evaluation of an integrated comprehensive system for all Communicable Diseases, including Sexually Transmitted Diseases (STDs), Tuberculosis (TB) and Human Immunodeficiency Virus (HIV).
  • Work with consultants and key members of each section to facilitate the analysis phase of the project to ensure that all section requirements are recorded.   
  • Ability to communicate all aspects of the project in both layman’s and technical terms, written and spoken.
  • Ensure project remain aligned with the project plan by anticipating and addressing any resource conflicts and addressing low level problems as they emerge.
  • Ensure that the Project documentation is current and accurate and manage documentation and communication needs for the project.
  • Manage issues and risks by monitoring known risks and preparing mitigation plans for each risk.
  • Able to independently determine and develop proactive approaches to solutions.
  • Prepares reports, presentations and spreadsheets of an analytical and interpretative nature.
  • Represents the organization in front of senior management, outside vendors and at community meetings and provide leadership for Informatics issues across the sections
  • Participate in relevant committees and workgroups directly related to the integration activities of the organization
  • Ability to manage and resolve conflict between sections priorities and objectives
Position Requirements


  • College degree required with a minimum of four (4) years in proven project management.  Certification in Public Health Informatics (PHI) or Project Management Professional (PMP) is highly desirable.
  • Ability to apply proven project management techniques to organization and facilitation of creating project deliverables.
  • Demonstrated record of successfully leading informatics integration projects and building or working with complex system for public health use.
  • Prior and quantifiable experience analyzing and assessing information needs in a public health setting.
  • Proven ability to work with managers and end-users to understand data needs
  • Demonstrated ability to work independently and perform with little direct supervision.
  • Ability to multi-task and meet project deliverables and drive project timelines, able to work well under pressure
  • Excellent verbal and written communication skills, analytical skills and interpersonal skills. Ability to interact at all levels of organization. Very strong customer service skills and the ability to defuse conflict.


  • Master’s degree in public health or related field and a minimum of two(2) years in proven project management
  • Knowledge of the core function and essential services of public health including. epidemiology, disease prevention, and health promotion,
  • Proven track records in managing and leading IT projects using multi-vendor and open-source solutions
  • Project Management Professional (PMP) Certification or Public Health Informaticist Certification (PHI)
