Tuknik Government Services (TGS) is looking for a highly qualified Portfolio Manager with current OSD experience to support TGS and our government client, the Joint Artificial Intelligence Center (JAIC), in Arlington, VA. This is a direct, full time position with our company supporting our government client.

This opportunity offers the chance to work with some of the best and brightest IT minds in the Department of Defense and US Industry to develop and implement a Defense-Wide approach to infusing Artificial intelligence/Machine Learning (AI/ML) technologies across the Department. The successful candidate requires an understanding of the powerful operational benefits possible through implementing AI/ML technologies in military systems/platforms, as well as understanding of the state of the art in AI/ML technologies and tools currently available. The successful candidate will also need an understanding of AI/ML activities at current academic institutions across the country. The Portfolio manager will need to bridge the gap between tools/techniques, centers of expertise and application in a forward looking manner. They will also assist the Budget Analysis in preparing budgetary documentation. Because of the nature of the required duties, this position requires an individual with a basic understanding of DoD Acquisition, an understanding of the budgeting process, and a thorough understanding of the Office of the Secretary of Defense (OSD) environment.

Essential Functions:

  • Maintains awareness of the AI/ML state of the art.
  • Maintains awareness of Academic AI/ML efforts and technique developments.
  • Through analysis, links operational needs to suited AI/ML technologies and tools.
  • Follows the implementation of AI/ML technologies with the operational users to ensure adoption is complete and as smooth as possible.
  • Help the government manage a host of AI/ML projects and with associated reporting.
  • Prioritizes conflicting needs; handles matters expeditiously, proactively, and follows-through on projects to successful completion often with deadline pressure
  • Coordinate joint efforts with other groups and offices and maintain accountability of all assigned tasks.
  • Perform technical writing/documentation of recommendations. Creating presentation on recommendations also likely.
  • Participates across the JAIC to assist different technical teams.
  • Helps budget activity to look forward and understand future organizational needs.
  • Assist other team members in other specialties as needed to accomplish the overall mission.
Position Requirements


  • 12+ years related experience.
  • Master's Degree required in a relevant field. PhD degree in a relevant field a plus.
  • Must have an active Secret Clearance and the ability to obtain a Top Secret.
  • Requires experience as/or supporting an Operational Research/Systems Analysis (ORSA) effort, or similar function.
  • Requires a deep understanding of the State of the Art in AI/ML tools, techniquest, and Academic research.
  • Highly motivated professional and capable of managing demanding workload while prioritizing and managing competing priorities
  • Demonstrates excellent communication skills, a high level of integrity, critical thinking, and leadership courage.
  • Strong organizational, project management and problem-solving skills with impeccable multi-tasking abilities
  • Powerful analytical and problem solving skills – including the ability to develop solutions in new and creative ways.
  • Advanced MS Word and PowerPoint skills; proficient Excel and Outlook application skills
  • Ability to organize and manage large amounts of data, files, tasks, schedules, and information
  • Ability to work independently on projects, from conception to completion
  • Familiarity with the Defense Acquisition System desired
  • Familiarity with the PPBE process highly desired
  • Know how to navigate the Pentagon to get work done.
  • Exceptional written and verbal communication skills.
  • Comfortable in a fast paced/dynamic environment

Working Environment & Conditions

This position is primarily indoors, consistent with a standard office position and has a noise level of mostly low to moderate. The incumbent is required to stand; walk; sit; use hands to manipulate, handle, or feel objects, tools, or controls; reach with hands and arms; talk and hear. The work load may require the incumbent to sit for extended periods of time. The incumbent must be able to read, perform simple math calculations and withstand moderate amounts of stress. The incumbent must occasionally lift and/or move items that weigh up to 25 lbs. Specific vision abilities required for the job include close vision, distance vision, color vision, depth perception, and the ability to adjust focus.
