The SEI helps advance software engineering principles and practices and serves as a national resource in software engineering, computer security, and process improvement. The SEI works closely with defense and government organizations, industry, and academia to continually improve software-intensive systems. Our core purpose is to help organizations improve software engineering capabilities and develop or acquire the right software, defect free, within budget and on time, every time.

Position Summary:

As the Talent Acquisition Manager, you will be responsible for leading the staffing process for the SEI. You will play a key role in developing our team culture and forming positive relationships across hiring divisions in order to infuse a culture of trust and collaboration throughout the organization. You will lead a team of recruiters, and work on identifying and implementing innovative recruiting strategies, manage the staffing metrics and analytics, and deliver human resources related training programs on topics such as interviewing, recruiting tools, etc. This role will report to the Director of Talent Management and will work closely with the Talent Engagement Manager to foster a dynamic and consistent HR team strategy.

Requirements:

  • Bachelor of Arts and 5-8 years of relevant work experience. At least five years’ experience in human resources with a concentration in technical recruiting, diversity recruiting and at least five years’ experience leading a team.
  • Movement between buildings within the SEI and CMU community required.
  • Willingness to travel to various locations to support the SEI’s overall mission. This may include national travel to sponsor sites, conferences, and offsite meetings on occasion (up to 25% travel).
  • You will be subject to a background check.

Duties:

  • Establish overall direction and determine priorities for SEI recruiting and staffing, in a manner consistent with overall Talent Management organizational strategy and objectives unique to specific customer groups.
  • Develop, lead, and provide direction for a professional recruiting team. Provide the team with strategies and support aligned with the institution’s core values, mission and vision.
  • Design and implement leading practice recruiting strategies and processes and workforce staffing plans based upon stakeholder data and input.
  • Ensure that diversity is incorporated into the SEI’s overall recruiting strategies.
  • Build strong, credible relationships with hiring managers and critical partners, both internal and external to HR, in order to operate as a trusted advisor and subject matter expert.
  • Develop and implement metrics and tracking mechanisms to measure results to guide future performance.
  • Cultivate a talent pipeline using established referral networks, agencies and retained search firms as needed.
  • Engage with campus partners to enhance alignment opportunities.
  • Explore technology and tools that can increase recruiting efficiency.
  • Be a change agent that regularly explores opportunities to improve efficiency.

Desired Experience:

  • Experience with Taleo, Workday, or other applicant tracking systems required; proficiency in Microsoft Office Suite required.
  • PHR or SPHR certification preferred; AIRS certified or similar preferred.

Job Function Breakdown:

  • 70% Manage recruiting activities for technical, operational, and internship positions located in the US and abroad. Develop relationships across the organization to foster trusted partnerships, credibility of the team, and influence for positive change. Create and implement recruiting strategy; partner with hiring managers and recruiters to facilitate a smooth interview process, handle salary worksheet/offer letter process, etc. Act as first level of approvals for hiring. Develop direct reports through mentorship and advice; mitigate conflicts that may arise. Supervise and monitor work of third-party recruiting contractors and agencies. Participate in the development of strategies to market the SEI as an employer of choice. Coordinate job fairs/college recruiting activities and provide input on website enhancements, etc. May full-cycle recruit on select positions.
  • 15% Provide guidance to department managers, supervisors and employees on employment laws that pertain to hiring (e.g. compensation policies, Affirmative Action and ADA policies, the FLSA and other applicable federal, state and local human resources legislation.) Make recommendations to supervisor regarding compensation and pay grades. Confer with Director of Talent Management when providing advice and guidance to departments and employees.
  • 10% Lead special projects, frequently as a team leader. Recommend and implement process improvements within own position and the recruiting team in general.
  • 5% Develop and present ad hoc and formal training programs to SEI audiences on recruiting-related topics.
