Description

Position Summary: The Client Technical Solutions (CTS) Directorate is part of the SEI, a federally funded research and development center at Carnegie Mellon University in Pittsburgh, Pennsylvania. CTS is focused on matching state-of-the-art software capabilities with critical US Department of Defense and other government agency acquisitions and organizations. This part-time position will support the SEI’s mission by capturing government needs and identifying, shaping, and guiding the Veterans Health Administration’s (VHA) efforts to improve their medical scheduling system. The candidate will coordinate closely with staff across the SEI and with VHA personnel to deliver technical expertise to VHA throughout the scheduling system life-cycle.

 

Minimum Qualifications and Requirements:

Education/Training: BS or equivalent degree in relevant discipline with ten (10) years applicable experience; MS or equivalent degree in relevant discipline with eight (8) years applicable experience;

Experience: The candidate must have experience in implementing Commercial Off The Shelf (COTS) products in the VHA environment. Must be knowledgeable of medical scheduling as well as understanding the VHA to include their acquisition processes for software. The candidate should have experience leading, managing, and participating on cross-functional teams. The candidate should be able to operate effectively within the VHA environment and should be able to interact diplomatically with partners, customers and sponsors.

Skills/Abilities: Detailed knowledge of COTS implementation; detailed knowledge of at least one (1) core competency: requirements, program and acquisition management, performance improvement, organizational change management in federal agencies. Strong written and verbal communications skills and the ability to present to high visibility stakeholders internal and external to the organization. Good team related skills with the desire to lead and participate in multidisciplinary teams.

Mobility: Will be required to travel on overnight assignments mainly to Boise, ID and Pittsburgh, PA.

Environmental Conditions: Home office using SEI provided laptop.

Other: Candidates will be subject to a background check and must be eligible to obtain and maintain a VHA system account.

 

Preferred Qualifications and Requirements:

Education/Training: At least 10 year direct experience with VHA medical scheduling.

Licenses: None.

 

Accountability: The member will be directly accountable for VHA COTS acquisition needs, applying new technologies, providing advice on change management, and establishing delivery capabilities to meet the needs of the VHA.

Direction: As a technical staff member, he/she will be expected to operate with minimum supervision using CMU and SEI defined practice, policies and procedures, in concert with the SEI mission.

Decisions: Will be required to work with VHA personnel to identify strengths and weaknesses within the acquisition program and their contractor base and build solutions to address the weaknesses and recognize and encourage the strengths.

 

This position is part time 0-40% and will likely be close to 40%.
