Provide IT project management of technical, clinical and business project teams through all phases and activities of the project life-cycle.  Coordinate cross-functional resources and team activities to meet project milestones.  Establish and publish clear priorities among concurrent projects.  Prepare, implement, monitor and update project plans.  Identify, document, track and communicate project issues and risks.  Utilizing knowledge of information technology and healthcare practices, collaborate with decision makers in clinical departments to identify, recommend, develop, implement, and support cost-effective technology solutions for all aspects of the organization.

Essential Functions (greater than or equal to 10% of time): 

Project Management and Coordination

  • Assist in developing and managing comprehensive project plan(s) in order to accomplish set goals within constraints such as time, costs and agreed quality standards.
  • Schedule tasks, deadlines and milestones for all stakeholders and resources.
  • Develop accurate, detailed, consolidated reports to continuously manage stakeholder and vendor expectations. 
  • Facilitate regular status reviews with stakeholders and project team members.
  • Manage IS, clinical and business resources across the portfolio of active and proposed BMC projects.
  • Coordinate communication between all levels involved in the project(s).
  • Identify schedule uncertainties and risks for the assigned project(s) and develop contingency plans.
  • Efficiently and competently manage problems – when things go off plan (due to scope-creep, changed requirements, missed deadlines, etc.) bring them back on plan or construct a new plan with the assistance of key-stakeholders.
  • Evaluate deliverables prepared by the team to make sure the work meets requirements and maintains a high level of quality.

Quality and Change Management 

  • Build strong service relationships with Information System’s customers.
  • Ensure that systems, processes and methodologies as specified are followed to ensure effective monitoring, control and support of service delivery.
  • Understand and articulate the impact of changes (both in “in scope” and “out of scope”)
  • Maintain a standard process for receiving, testing and approving changes to program scope.
  • Provide reports to an agreed schedule (or on request), including management and account performance reports.
  • Conduct Lessons Learned session(s) at project completion to identify areas of success and those needing improvement.  Incorporate and institutionalize suggestions for improvement in future projects.
  • Manage the transition from deployment to daily operation to ensure post-implementation success.    
  • Research potential technology solutions in support of new initiatives.

Assists the IS Director and IS Applications Manager with formulation and deployment of long term strategic planning, including business requirements, project planning, vendor management and  allocation of resources.

May be required by their manager/lead to perform other duties which may be necessary or desirable.

Supervisory Responsibilities:

This position may matrix-manage project team members on occasion.

Position Requirements

Education and/or Experience:

Minimum of 5 to 7 years overall experience as an IT/IS project manager.  Healthcare experience is required. 

Necessary Knowledge, Skills and Abilities:

Strong analytical and communication skills required. Demonstrated ability to manage multiple, concurrent projects in a cross-functional capacity.  Ability to interact with all levels of personnel from technical to high level executive management, and influence key stakeholders in order to get things done.  Strong leadership, assertiveness and interpersonal skills.  Experience and ability to work in and/or create a team-oriented, collaborative environment.  Knowledge of applicable data privacy practices and laws.  Excellent verbal and written communication skills.  Ability to present ideas in user-friendly language.  Proven analytical and problem-solving abilities.  Ability to effectively prioritize and execute tasks in a high-pressure environment.  Strong customer service orientation.

Certificates, Licenses, Registrations:

PMP certification preferred. 

Physical Demands:

While performing the duties of this job, the employee is regularly required to use hands to finger, handle, or feel and talk or hear. The employee is frequently required to sit at a computer for long period of times. The employee is occasionally required to walk up and down stairs.  The employee is frequently required to stand; walk; sit; use hands to finger, handle, or feel and reach with hands and arms. The employee is occasionally required to stoop, kneel, crouch, or crawl.  The employee must frequently lift and/or move up to 40 pounds.

Work Environment:

General office environment in a clinical setting.  Exposure to moderate levels of noise in a moderately paced environment.  Rotating call and some weekend and evening hours will be required during peak times.  Frequent contact with EMR staff and management.  Works with other Bend Memorial Clinic departments to deliver optimal service and meet clinic goals.
