Responsibilities include stability and integrity of in-house data, voice, video, and wireless network services.  This is achieved by planning, designing, and implementing, and operating local area network (LAN) and wide area network (WAN) across the organization.  In addition, the Network Engineer will participate with the installation, monitoring, maintenance, support, and optimization of all network hardware, software, operation centers, and communication links including but not limited to Disaster Recovery.

Essential Functions (greater than or equal to 10% of time): 

30% - Network Architecture and Design

  • Selects, designs and deploys company LAN, WAN, SAN and wireless networks, including routers, switches, WLAN radios, network security devices, UPS systems, and other hardware.
  • Responsible for network architecture including all routing, switching, VPN, and physical design and equipment selection.
  • Maintains network to ensure their smooth and reliable operation for fulfilling business objectives and processes.
  • Leads department for short term and long term Disaster Recovery connectivity needs.

25% - Selects, implements, and manages network security systems

  • Conducts network security risk assessments and develops action plans for discrepancies out of compliance with HIPAA and other regulatory bodies.
  • Leads department for network security analysis and remediation.

25% - Network operations management.

  • Designs and implements network management systems to provide fault management, configuration management, asset management, performance management, and security management in accordance with Service Level Agreements. 
  • Manages design of data communications equipment, racking, etc to maximize use of the space in the operations center.
  • Develops, implements, and maintains policies, procedures, and associated training plans for network products, services, protocols, and standards to remain abreast of developments in the networking industry.
  • Creates and maintains documentation as it relates to network configuration, network mapping, processes, and service records.

10% - Interacts and negotiates with vendors, outsourcers, and contractors to secure network products and services.

Secondary Functions (less than 10% of time):

5% - Lead, mentor, and cross-train other members of the team

5% - Develop and deliver regular and standardized reports for management.

Position Requirements

Education and/or Experience

Bachelor’s degree in computer science or electrical engineering and/or 10 years’ equivalent work experience. 8 years minimum experience with LAN, WAN, WLAN, and WWAN design and implementation. 

Necessary Knowledge, Skills and Abilities:

Expert technical knowledge of network operating systems.  Strong knowledge of telephone systems including Voice over IP (VoIP) technologies.  Excellent working technical knowledge of current network hardware, protocols, and Internet standards.  Strong knowledge of SAN technologies including fiber channel.   Experience with network capacity planning, network security principles, and general network management best practices as well as Disaster Recovery standards and practices.  Excellent hardware troubleshooting experience.  Strong knowledge of testing tools and procedures for voice and data circuits.  Strong knowledge of applicable data privacy practices and laws.  Strong interpersonal, written, and oral communication skills.  Able to conduct research into networking issues and products as required.  Ability to present ideas in user-friendly language.  Highly self motivated and directed, with keen attention to detail.  Proven analytical and problem-solving abilities.  Able to effectively prioritize tasks in a high-pressure environment.  Strong customer service orientation.  Ability to manage and report project status including use of project management tools and disciplines.  Experience working in a team-oriented, collaborative environment. 

Certificates, Licenses, Registrations

CCNP/CCDP or equivalent certifications preferred.

Physical Demands:

While performing the duties of this job, the employee is regularly required to use hands to finger, handle, or feel and talk or hear. The employee is frequently required to sit at a computer for long period of times. The employee is occasionally required to walk up and down stairs.  The employee is frequently required to stand; walk; sit; use hands to finger, handle, or feel and reach with hands and arms. The employee is occasionally required to stoop, kneel, crouch, or crawl.  The employee must frequently lift and/or move up to 40 pounds.

Work Environment:

General office environment in a clinical setting.  Exposure to moderate levels of noise in a moderately paced environment.  Some weekend and evening hours may be required during peak times.  Frequent contact with EMR staff and management.  Works with other Bend Memorial Clinic departments to deliver optimal service and meet clinic goals.  Shall be required to participate in a rotating on-call status and perform emergency or regular maintenance during nights and weekends.
