Description

Position Summary:  Responsible to ensure that Behavioral Health Northwest (BHN) meets its business goals through effective marketing, contracting and program operations, under minimual to modest surpervision.  Supervises and ensures the efficient daily operation of BHN clinical and business operations.  Provides or ensures coordination, training, and support to seventeen network providers.  Works with BHN Chief Executive Officers and varios staff from the owner member organizations in the areas of program development, sales, and strategic planning.  Works directly with the BHN Leadership to guide future direction of the program.

Manages daily operations and service delivery.

  • Oversees the performance of operations staff (e.g., referral processing, data entry, etc.).
  • Monitors the referral process and service delivery for quality. Ensures that identified system problems are resolved.
  • Supervises the development and implementation of a quality improvement plan and processes.
  • Oversees transaction flow and recordkeeping.
  • Coordinates with BHN credentialing staff to ensure credentialing is occurring per policy and procedure and in compliance with delegated credentialing agreements.  Assists in facility credentialing through onsite visits to providers.
  • Makes recommendations about staffing levels and resources used both for BHN and for affiliate providers.
  • Oversees internal and customer reporting activities ensuring data and reports are available and timely.  
  • Ensures that any customer deliverables are completed timely and meet quality standards.
  • Ensures that content on the BHN SharePoint site is current and that the site is used to maximum effectiveness.

Provides support to network providers.

  • Develops and maintains a professional supportive relationship with members of the BHN network including directors, key staff and clinical service providers providing BHN services.
  • Provides proactive support to network agencies and staff with information, guidance, and problem solving.
  • Develops or contracts for a standardized training and certification program for providers of network provider agencies.  Examples include motivational interviewing, Patient Activation Measures (PAM), chronic care management curriculum e.g., Stanford, Lorig, etc., specific contract training, customer service, etc.
  • Provides responses to data requests from network members.
  • Periodically visits provider organizations to assess effectiveness, compliance with contracts and procedures and to provide consultation and problem-solving.

Manages billing, payment and reporting activities.

  • Supervises and resolves problems in transaction recordkeeping system as needed.
  • Troubleshoots payer billing and provider payments activities. 
  • Develops and ensures timely delivery of reports for BHN leadership and network providers.

Develops the BHN program. 

  • Leads strategic program development activities to support the growth of the organization’s products.
  • Conducts product research.
  • Conducts needs assessments.
  • Develops presentation and proposal materials and provides presentations in sales environments.
  • Develops internal BHN policies and procedures.

Develops and implements strategic plan. 

  • Acts vigilantly for improvements in quality, operational improvements, and potential opportunities for growth.
  • Works with BHN leadership and network to develop and maintain a written strategic/business plan.

Provides oversite of data systems.

  • Conducts a needs assessment and determines specifications for a BHN information system.
  • Identifies one or more potential solutions, decision packages, and other materials necessary for executive decision making.
  • Works with the identified vendor and staff from the BHN organizations and affiliates to ensure the effective installation and maintenance of the system.
  • Ensures the development of an effective data reporting system that meets the needs of management, customers and affiliates.
  • Ensure that a data system exists to collect and report outcome data to build the case for the effectiveness of BHN services.
 

Position Requirements

Education/Experience: Bachelor's degree in related field and five years of related experience in program management or equivalent combination of education and/or experience.

Other Credentials Required: Driver's License, Vehicle Liability Insurance

  • Possess pleasant personal presentation with the ability to establish rapport and trust with individuals and organizations at first meeting.  Comfortable providing educational and sales presentations.  Ability to maintain member respect and dignity while displaying maturity, empathy, ethics, confidentiality and professionalism.  Ability to establish and maintain positive and effective work relationships with coworkers, clients, members, providers and customers
  • Possesses excellent verbal and written communication skills
  • Possesses good strategic focus (big picture), and also displays operational focus (fine detail). Display strategic and operations flexibility in a rapidly evolving health care environment.
  • Ability to work with minimal to modest supervision, whether working independently or as part of a team. 
  • Adept at problem solving and analysis.
  • Ability to multitask and maintain progress across multiple projects while working in a fast paced environment.   
  • Possesses a working knowledge of budgeting, data and financial reporting, medical and behavioral health terminology and abbreviations.  A broad knowledge of Washington state community resources/agencies is desirable. 
  • Possesses a high regard for confidential information. 
  • Ability to develop and execute plans of care and prepare reports as needed or requested.
  • Computer and Microsoft Office experience.
  • Ability to maintain regular attendance based on agreed-upon schedule.
