HR Specialist (Classification/Staffing) (USDA)

Description

This is a senior level position serving as a Human Resources Specialist (Classification/Staffing) and is resonsible for applying advanced skills to assist managers and program staff on the full range of federal HR topics including but not limited to staffing, classification, position management, recruitment, and compensation.  The incumbent will communicate complex material in writing to people with limited or no familiarity of Classification or Position Management principles.  The incumbent will independently develop position descriptions utilizing appropriate formats, assign positions to the appropriate occupational group(s) and determine appropriate grade level based on the application of classification protocol and standards outlined by the Office of Personnel Management (OPM). The incumbent will prepare position evaluation reports and communicate actions that must take place as a result of position classification/management determinations.  The incumbent will read, interpret and analyze varied Federal documents including law, regulation, policy and standards to ensure that a well-regulated classification program is maintained.   The incumbent will conduct position reviews and desk audits, as assigned to appropriately assess the proper pay plan, title, series, and grade level of a variety of positions in the Federal civilian system.  The incumbent will prepare thoroughly developed audit reports.

The incumbent will communicate complex regulatory and procedural information verbally and in writing to managers, employees and applicants who have limited, or no, familiarity with principles, regulations or policies governing placement in the Federal civilian service.  The incumbent will work directly with managers and hiring officials to gather information necessary to announce vacancies through both Merit Promotion and Delegated Examining and will work with managers to develop other recruitment strategies using flexibilities such as reinstatement, veterans and Schedule A authorities.  The incumbent will conduct qualifications and well-qualified analyses for positions at all grade levels (GS 1/15) in a variety of occupations. The incumbent must have experience using automated hiring systems, preferably the Monster Hiring Systems, i.e., Hiring Management. The incumbent must possess a working knowledge of Hiring Reform, including resume-based application process and the OPM 80-day Hiring Model.  

 

 
Position Requirements

Education and Qualifications Required:

Federal Human Resources experience is a must.  Bachelor's degree in human resources, business administration, communications or related field is desired.   A minimum of three (3) years of federal Human Resources experience in Human Resources  Position Management, Position Classification and Staffing is preferred.

Minimum Experience:

Specialized experience would be related to the work of this position and would have provided:

  • Knowledge of general human resources practices acquired through formal education or Federal Human Resources experience.
  • Must have the ability to manage multiple projects, balancing priorities and demands from the client.
  • Must have an understanding and familiarity with industry best practices.
  • Must have experience using automated hiring systems, preferably the Monster Hiring Systems, i.e., Hiring Management. 
  • Must have a working knowledge of Hiring Reform, including resume-based application process and the OPM 80-day Hiring Model.
  • Must know, understand, and apply merit systems principles.  
  • Must have strong written and oral communication skills.
  • Must have the ability to provide customer service.

Preferred Experience:

  • Must have an intermediate to advanced technical proficiency in the full Microsoft Office Suite.
  • Knowledge of general human resources practices acquired through formal education and 3 years of Federal Human Resources Position Management and Position Classification.
  • Must have an Intermediate knowledge of NFC, eOPF, WebTA and SharePoint.
  • Must have time management skills.
  • Must have organization and leadership skills.
  • Must have the ability to reason and analyze problems.
