Earned Value Management Specialist

Provides management techniques that relates resource planning to schedules and to technical, cost, and schedule requirements. All work is planned, budgeted, and scheduled in time-phased “planned value” increments constituting a cost and schedule measurement baseline. Reviews and reports effective internal cost and schedule management control systems to permit the Government to be able to rely on timely data produced for determining product-oriented contract status. Also provides subject matter expertise support in the creation and maintenance of detailed project plans and comparing work plans to statements of work. Conducts assessments and evaluations of project performance through the independent analysis and interpretation of objective and subjective evidence, and through direction discussion with project team members. Conducts extensive research on EVMS related topics in order to provide subject matter expertise to contracts with EVMS requirements.

Position Requirements

-Bachelor’s degree and at least 5 years experience
-1-3 years of Earned Value Management experience
-Strong experience with Microsoft Office Suite tools (Word, Excel, SharePoint) as well as Microsoft Project
-Experience in providing technical advice and assistance to internal and external customers on earned value with an emphasis on the analysis, evaluation, and validation of program cost / schedules, cost / scheduling systems, and cost / scheduling software tools
-Experience doing cost estimating, forecasting, variance analysis, scheduling and base-lining according to earned value principles
-Experience preparing cost performance reports and associated analysis to explain corrective actions
-Evaluate schedule accuracy and efficacy regarding critical path analysis, project estimates at completion, quantifiable cost / schedule risk assessments.

-Experience participating/conducting Integrated Baseline Reviews
-Experience working in systems development environment

-Proven ability to work independently and as a team member
-Strong communication (written and oral) and interpersonal skills
-Good organizational, multi-tasking, and time-management skills
Ability to successfully interact with senior management and government personnel
