Description

The Chief Cruelty Investigator performs advanced, comprehensive work that includes investigating and enforcing cases of criminal activity concerning the welfare of animals according to Texas state law.  This position oversees the investigation of all complaints received by the Houston SPCA regarding the well-being of a wide range of animals.  The position will assist law enforcement in investigating criminal animal cases and fully documenting the incidents, in a matter suitable for submission in court.  Responsibilities also include managing the humane retrieval of injured stray animals by the 24 hour injured animal rescue ambulance; providing instruction, assigning and reviewing the work of Houston SPCA Animal Cruelty Investigators and Animal Rescue Technicians.

Essential Functions of the position:

  • Oversee upkeep and implementation of standard operating procedures for the Field Services department to include animal cruelty, investigations and the rescue of injured stray animals.
  • Provide training and instruction to new and current employees including proper animal handling techniques and ensure that safety equipment and protective gear is utilized whenever appropriate and equipment is kept in safe and working order.
  • Manage and assist in tactical animal rescue of injured stray animals in Harris County.
  • Oversee the initial investigations of animal cruelty and neglect performed by Houston SPCA investigations team and promotes compliance with laws regulating animal treatment.
  • Collaborate on a daily basis with various law enforcement agencies from Harris and surrounding counties and provide assistance and education about animal welfare investigations. 
  • Assist local law enforcement in the execution of seizure warrants.
  • Assist Animal Cruelty Investigators and prosecutors in preparing cases for court and appears in court to testify when appropriate.
  • Respond to reports of animal cruelty or animals in distress within the service area of the Houston SPCA on an as needed basis.
  • Establish control and capture of all types of animals in a variety of health and temperaments, including fractious animals and animals in hazardous environments.
  • Prepare, maintain and track reports of animal cruelty.
  • Respond to disasters and emergencies when requested.
  • Provide information to the public about Houston SPCA programs and promoting good animal care and responsible pet ownership as needed.
  • Protect all confidential information, including customers, donors, animals and internal communications.
 
Position Requirements

Knowledge, skill and abilities needed to perform the essential functions of the position:

  • Bachelor’s degree required or minimum 5 years equivalent/previous management experience, preferably in a fast-paced animal care environment
  • Valid Texas Driver’s License and must be insurable under the Houston SPCA auto policy
  • Ability to work unscheduled hours
  • Must be able to safely lift, carry, push and pull heavy objects, with or without assistance
  • Basic knowledge of, and experience with, domestic animal behavior and effective animal handling techniques is required
  • Thorough knowledge of the Houston SPCA adoption policies and procedures
  • Knowledge of the Houston SPCA policies and protocols, such as, but not limited to, admissions, cleaning and medical protocols , as well as knowledge of Houston SPCA partners and their respective products/services
  • Working knowledge of breeds, diseases, medical conditions, and animal handling and behavior
  • Ability to handle animals safely, with patience and gentleness despite noise, distraction and stressful conditions
  • Display, promote and maintain effective and consistent investigative methods
  • Ability to represent the Houston SPCA in a professional manner in all situations with the public, volunteers and staff
  • Ability to create and sustain positive working relationships within the Houston SPCA, with volunteers and the public and be a team player
  • Knowledge and ability to accurately work with detailed information in paper and electronic form
  • Ability to read, write and communicate effectively. Maintain effective communication with individuals involved with assigned cases
  • Maintain effective communication with leadership team at all times; work independently and communicate effectively with the public on a range of animal related issues
  • Prioritize reports and make judgment calls in response to animals needing assistance based on Houston SPCA protocols
  • Ability to learn and quickly adapt to changes in programs and procedures
