THIS IS A MULTI-GRANT FUNDED POSITION – FUNDING IS DEPENDENT UPON VARIED GRANT AWARD AVAILABILITY – One Year Grant Funding

Overview: The Tribal Justice Program Manager is a multi-grant funded position which will be responsible for oversight and ensuring monitoring and evaluation of assigned justice-related, grant-funded programs to maximize program collaboration, ensure optimal program implementation and success and to meet all requirements of the funding agencies.   

ESSENTIAL FUNCTIONS OF THE JOB:

  • Familiar with the mission, vision, goals and objectives, as well as the budgets, modifications and special conditions of all justice-related grants;
  • Knowledgeable with modern computer software, including Word and Excel programs and applications for data gathering and collection, and uploading to Web-based systems for grant and data reporting;
  • Gain knowledge of required performance measures, including the OJJDP Core Performance Measures, established to help analyze data;
  • Gain familiarity with the terms used in delinquency prevention and other justice-related programs, and the Tribe’s justice-related goals;
  • Ensure that all tribal justice programs are in compliance with U.S. Department of Justice grant requirements (including the Categorical Assistance Progress Report – CAPR – located in the Grant Management System), other grant requirements, tribal law and policy, and generally accepted accounting practices;
  • Collaborate with tribal and outside agencies to ensure effective implementation of justice-related program goals and objectives;
  • Gather, collect and analyze data as necessary for program reporting to the funding agency and Tribal Council, and knowledgeable of performance measures such as outputs and outcomes, products of the programs’ implementation critical to reporting and data collection;
  • Implement policy directives as appropriate from Tribal Council and tribal justice-related committees consistent with grant requirements and tribal policy;
  • Report regularly to the funding agencies and to Tribal Council;
  • Recommend policy modifications and future grant funding applications consistent with program and other justice-related needs and to sustain program effectiveness through leveraging of funding and other means;
  • Work well in a team setting, using a collaborative approach to problem-solving;
  • Supervise the Youth Cultural Activities Coordinator;
  • Oversee and monitor justice-related grants as assigned;
  • Knowledgeable with budgeting and sound fiscal management concepts; and
  • Committed to tribal sovereignty, restorative justice concepts and victim rights, advocacy and assistance.
 
Position Requirements

REQUIRED QUALIFICATIONS:

  • High school diploma or GED;
  • A combination of at least four years post-secondary education and/or work experience in budgeting, financial management, grant management, tribal law, and successful program implementation and program management, preferably in a tribal setting;
  • Knowledge and understanding of Lower Elwha Klallam Tribal grant-funded programs and projects;
  • Knowledge and understanding of cultural practices of the Lower Elwha Klallam Tribe;
  • Experience in successful collaborations between tribal and other governmental and private agencies and departments;
  • Pass a criminal background check;
  • Must have UA testing done prior to employment;
  • Must be able to comply with the Lower Elwha Klallam Tribe policies and procedures, including the Drug Free Workplace;
  • Must be able to travel; and
  • Other duties as assigned.

PHYSICAL DEMANDS:

  • Requires prolonged sitting or standing
  • Requires frequent bending, stooping and stretching
  • May require lifting up to 25 lbs.
  • Requires eye-hand coordination and manual dexterity
  • Requires use of office equipment such as computer terminals, digital camera, telephones, fax machines and photocopiers

WORKING CONDITIONS:

  • Work is performed in an office setting
  • 40 hour work week; 8 a.m. to 5 p.m., partially flexed at supervisor’s discretion

As with all positions of the Lower Elwha Klallam Tribe this position is Indian Preference in hiring, in Accordance with P.L. 93-638.
