Description

General Requirements:

 

All Instrumentation and Control (I&C) technicians are responsible for the repair, calibration, preventive maintenance and replacement of all I&C equipment associated with utilities department at NSF Indian Head.  I&C equipment is associated with the following systems; sewage treatment plant, sewage lift stations, river water system, fresh water wells, reverse osmosis, filter plant, cooling towers, air compressors, diesel generators,  electrical distribution, fuel handling, continues emission monitoring, opacity monitoring systems, digital control system controlling the boilers and 2 steam driventurbo driven generators. Systems use Allen Bradley and BaileyInfi 90 control systems.  The MAXIMO system is used for receiving and closing work requests.

 

Specific Duties:

 

All I&C Technicians test calibration and instrumentation devices, circuits, substation, emission monitoring and complete systems in accordance with schedules set by the government. The general procedures of work to be performedare as given as a project and outlined in the oral conferences with the government supervisor. The I&C Technician then under his own initiative and experience completes the task; develops testing of necessary equipment by scheduling the work to be performed in order to meet any deadlines that may occur.  Records of completed tasks must be kept and provided to the EHS supervisor on a monthly basis.

 

Specific duties may also include, but are not limited to the following:

 

  1. In conference with supervisor and/or engineers from Public Works Department,  propose instruments, systems of instruments, special devices, special techniques, methods or procedures by which electronic calibration or general instrumentation problems can be adequately solved. Propose changes in measuring techniques as is necessary.
  2. Plan and direct electronic metrology within the Utilities Division.
  3. Use electronic theory, engineering and mathematics in calculating design and performance specification on complex test and control equipment. Such equipment may be electrical, electronic, mechanical or optical, but usually a complex combination of these.
  4. Attend technical conferences locally, and at other agencies engaged in similar work to discuss, interpret and convey technical specifications or procedures in handling problems in metrological instrumentation and measurement.
  5. Visit commercial manufacturers to interpret and convey technical specification on electronic material and equipment being manufactured for the Public Works Department Utilities Division.
  6. Perform specialized maintenance on complex electronic and associated equipment.
  7. Oversee and help with training other tradesmen on the various systems and subsystems within the Utilities Division.
  8. Test, calibrate, troubleshoot, repair and maintain complex electronic combustion controls, burner management systems, turbine generator controls and integrated control system power generation plant within the Utilities Division.
  9. Utilize a working knowledge of pneumatic and mechanical control instrumentation that may interface with electronic control system or subsystem.
  10. Configure, adjust, troubleshoot and test the complex digital distribute control system (DCS) associated with high pressure boiler and steam driven turbine generator within the Utilities Division.
  11. Configure, modify, test and troubleshoot systems/subsystems utilizing programmable logic control equipment.
  12. Utilize a working knowledge of trade practices in the installation of instrumentation i.e. electrical insulation, piping and proper selection and use of tools and equipment.
  13. Perform calibrations and repair of the power plant continuous emissions monitoring systems (CEM) to ensure compliance with title V operating permit.  Work with the Environmental Department to provide needed data for reporting.  Perform all needed repair, preventive maintenance, calibration, testing and troubleshooting, on the following equipment; computers, software, opacity monitors, CEM analyzers, electric static precipitators and associated equipment.  Employees must be able to climb stacks and work in high areas. Preventive maintenance for CEM/COM will be preformed daily, weekly, monthly, quarterly, semi-annually and annually according to a schedule provided by the government.
  14. Install small pipe runs up to 2” pipe and small conduit runs up to 10’.
  15. Maintainmanufacturers literature, equipment, drawings, OEM manuals, mil-specifications, documents, catalogs, software and electronic documentation relative to the equipment inventory.
  16. Observe and follow any applicable NSF Indian Head policies and procedures related to safety, security, and working conditions.

 

Tools- Employees will be required to provide normal tools for their trade, including hand tools and meters. Specialty tools will be the responsibility of the government. 

 

 

 

 
Position Requirements

Candidate must be a licensed driver. 

Have at least three (3) years of relevant experience.

Candidate must be a US citizen with the ability to obtain a Security Clearance.
