OVERVIEW:  The Lower Elwha Klallam Tribe (“Tribe”) is a federally recognized Indian tribe with offices on the Lower Elwha Indian Reservation, just west of Port Angeles, WA. The Chief Executive Officer (CEO) is the highest ranking executive and management official of the tribal organization and is responsible for the overall operation of the tribal government and programs. This position serves at the pleasure of, and is answerable to, the Business Committee, the five-member governing body of the Tribe, according to the Constitution and By-Laws of the Tribe. 

ESSENTIAL FUNCTIONS OF JOB:

  • Responsible for providing strategic leadership throughout the tribal organization by working with the Business Committee, program directors and managers to establish long-range goals, objectives, strategies, plans and policies.
  • Provides leadership and management expertise to ensure that the mission and core values of the Tribe are put into practice.
  • Collaborates with program directors to develop and implement plans for the operational infrastructure of systems, processes and personnel deployment to achieve the Tribe’s goals and objectives.
  • Motivates and leads a high-performance management team; attracts, recruits and retains required members of the executive team not currently in place; and provides mentoring as a cornerstone to the management career development program, particularly with respect to tribal members.
  • Fosters a success-oriented, accountable environment within the tribal organizational structure.
  • Represents the Tribe, when so designated, with outside agencies and other governments.
  • Salaried position, involves long hours frequently outside normal business hours.
  • Performs other duties as assigned.
 
Position Requirements

KNOWLEDGE, SKILLS AND ABILITIES REQUIRED BY POSITION:

  • Ten years of supervisory experience, with responsibility for both personnel management and program implementation, REQUIRED.
  • Minimum of two years administrative experience in a tribal setting, REQUIRED.
  • Analytical, problem-solving and cooperative skills are required for this position.
  • Experience working with legal counsel for an organization, preferably an Indian tribe.
  • The person in this position must have the demonstrated skill to delegate work assignments, give subordinates the authority to work independently, set expectations and monitor their success; and will:
    • possess the management skills to lead the staff in planning, developing decision-making abilities, providing performance feed-back, and encouraging career development;
    • possess the leadership skills to inspire and motivate others to perform well;
    • have the ability and character to accept feedback from others on the staff;
    • look for ways to improve and promote quality;
    • demonstrate accuracy in the performance of his or her responsibilities, at all times;
    • display good judgment, including the willingness to make decisions, exhibit sound and accurate analytical skills, and make decisions in a timely manner;
    • observe safety and security procedures, and use equipment and materials properly;
    • prioritize and plan work activities, use his or her time efficiently and develop realistic action plans.

MINIMUM QUALIFICATIONS:

  • Bachelors degree from an accredited college or university in business or public administration, political science, or other field that includes study in government or business operation, REQUIRED.
  • Documented administrative experience in a tribal setting; and supervisory experience (see above). 
  • Communication skills:  both verbal and written at a very high level.  Writing sample required as part of application.
  • No prior convictions for: child-related offenses; theft, fraud, bribery, extortion, perjury, embezzlement or conspiracy to commit any of the same; or any felonies.
  • No prior civil judgments for dishonesty, fraud, misappropriation of property or funds, or conversion.
  • Background check to be conducted prior to employment date.
  • Must be able to comply with the Lower Elwha Klallam Tribe Drug Free Workplace policies.
  • Must possess a Washington state driver’s license within 30 days of employment.

PHYSICAL REQUIREMENTS:

  • Moderate lifting, occasionally 15-40 pounds;
  • Must be able to work at a desk 8 hours per day;
  • Must be capable of driving by oneself up to 8 hours in a single day, occasionally.

OTHER UNIQUE DUTIES AND REQUIREMENTS:

  • Substantial problem solving to devise solutions which address organizational processes needing improvement, or potential shortcomings in a changing regulatory environment.
  • Must communicate with the members of the Business Committee on the day-to-day operation of tribal programs, with emphasis on changing circumstances, as they become apparent.
  • Performs all duties assigned in a timely and professional manner.
  • Pre-Employment drug testing may be administered – prior to employment.

SALARY LEVEL:                      DOQ

As with all positions of the Lower Elwha Klallam Tribe this position is Indian Preference in hiring, in Accordance with P.L. 93-638
