Summary:   The Lower Elwha Klallam Tribe is dedicated to fully exercising its sovereignty to reduce illegal drug use and trafficking and associated criminal activity the Reservation through pro-active intervention and collaborative efforts of a Healing Court Team to achieve the physical and spiritual healing of drug-related criminal offenders and the well-being of the tribal community.  The Healing Court Coordinator is a critical partner in advancing these goals.

Overview:  This staff member facilitates the operation of the Lower Elwha Klallam Tribal Healing Court through hands-on case management; coordination and collaboration with other Healing Court Team members; monitoring participant compliance and progress in the program through weekly UAs and other activities; participating in weekly staffing and Healing Court Status Hearings; collecting data and preparing evaluation information for interested community groups and funding sources.

Lower Elwha Klallam Tribe seeks a Healing Court Coordinator/Court Clerk to work 40 hours per week as a critical member of the Lower Elwha Klallam Healing Court Team.  The LEKT Healing Court Team will collaborate and coordinate efforts to intervene in criminal cases involving alcohol and/or other drug use or trafficking and to bring together community-healing resources with the tribal justice process.

ESSENTIAL FUNCTION STATEMENTS—The Healing Court Coordinator will administer the Lower Elwha Klallam Healing Court, including:

 

  • Managing pleadings and other documents filed in Tribal Court and Healing Court, including: overseeing filing system, regulating access to documents on file and responding to requests for copies of documents;

  • Recording all Tribal Court and Healing Court proceedings;

  • Managing the Tribal Court and Healing Court docket, including maintaining a master calendar of upcoming hearings, trials and other proceedings;

  • Review criminal cases and determine if the defendant is eligible for the Healing Court program (legal screening);

  • File all necessary legal documents;

  • Review arrest warrant, affidavit(s), charging document(s), police report(s), and all program documents (e.g., waivers, written agreements);

  • Collaborate with the prosecutor and Tribal Attorneys in drafting necessary forms and documents for use by the Healing Court;

  • Advise the offender/defendant as to the nature and purpose of the Healing Court; the rules governing participation, the consequences of failing to abide by the rules, and how participating or not participating in the Healing Court will affect his or her interests;

  • Explain all rights that the offender will temporarily or permanently relinquish, where applicable;

  • Provide advice and support on alternative courses of action, including legal and treatment alternatives available outside the Healing Court program, and discuss long-term benefits of sobriety and a drug-free life;

  • Participate in a coordinated strategy for responding to alcohol and other drug tests and other instances of non-compliance;

  • Assist in providing information and regular reports to the granting agency and the Tribal Community Council;

  • Conduct UAs and other monitoring activities to ensure program compliance;

  • Ensure that all information is immediately provided and circulated among all Team members and other appropriate tribal agencies, such as LEKT Tribal Police;

  • Document the nature of alcohol and drug use while in the Healing Court by keeping statistics on the frequency and results of the alcohol and drug testing of participants;

  • Organize a Healing Court data base to include documentation of particular types of charges, prior records, nature and severity of alcohol or substance abuse, tribal membership, age, sex, etc. of each participant;

  • Keeping statistics on how many people are accepted into the Healing Court program, how many people graduate from the program, how many people are currently active in the program, the average length of time that participants are active in the program, and how many people have been terminated from the program;

  • Keeping statistics on what types of charges are filed, how many times after graduation, and to what extent people remain drug free;

  • Coordinate and provide clerk support for all Healing Court Status Hearings and staffings; and

  • Maintain all LEKT Healing Court official records;

  • Attend training seminars, tribal trainings, and meetings as appropriate and necessary to serve the Tribe’s interest and to obtain and improve skills necessary to perform job; and

  • Other duties as assigned.

As with all positions of the Lower Elwha Klallam Tribe this position is Indian Preference in hiring, in Accordance with P.L. 93-638

 
Position Requirements

Knowledge, Experience, Skills and Abilities required by position:

  • Knowledge of all aspects of tribal law, federal law and any state law relevant to Tribal Court proceedings is preferred;
  • Knowledge of LEKT tribal community is strongly preferred;
  • Twelve months experience providing services or customer service is required, social services, ICW or Tribal Court experience is preferred.  Requirement may be met by equivalent education.
  • A High School Diploma is required Minimum of high school diploma or equivalency;
  • Respect for the culture and traditions of the Lower Elwha Klallam Tribe is required;
  • Knowledge of the culture and traditions of the Lower Elwha Klallam Tribe, or other Tribes with similar culture and traditions, is preferred;
  • Must be able to resolve problems, handle conflicts and make effective decisions under pressure
  • Must be willing to attend all training activities, including cross-training.

PHYSICAL REQUIRMENTS:                             

 

  • Ability to sit, stand, bend reach, climb stairs;

  • Ability to lift up to 30 pounds;

  • Ability to utilize the manual dexterity to operate standard office machines such as, computers, fax machines, copiers, calculator, and telephones.

  • Must be able to comply with the Lower Elwha Klallam Tribe Drug Free workplace

  • Must be able to follow directions and guidelines

SALARY LEVEL:                      11A $14.91/hour to 11B $15.67/hour – Grant Funded (1 year Grant)
