SUPERVISION:

Directly supervises the Child Welfare Program Manager, the Adult Programs, and the Child, Family, & Adults Administrative Assistant. Serves as a key member of the DHS Executive Management Team, providing leadership and support to internal teams and works to improve outcomes for staff, programs, and the Garfield County community. Executes supervisory responsibilities with fairness and accountability. Strives to manage and resolve conflicts and works with teams and staff to meet goals and expectations. Encourages training and development, actively coaching and empowering supervisors to develop their teams. Leads the Child, Family, & Adults Division in cross-program planning through strategic planning and then works collaboratively with the Executive Management Team to introduce opportunities for departmental introduction of initiatives.

 

GENERAL PURPOSE OF JOB:

Provides leadership and oversight of the Child, Family, & Adults Division’s programs and ensures the consistent, successful delivery of services to the citizens of Garfield County. This position is responsible for leading, managing, and developing the strategic direction for assigned program areas. This includes ensuring that all programs deliver quality and efficient services, allocate resources consistently, and provide a high level of service to vulnerable populations. This position provides direct supervision over assigned program managers.

 

ESSENTIAL JOB FUNCTIONS:

Leadership & Supervision: (50%)

  • Provides leadership and direct supervision on a day-to-day basis to assigned teams. Acts as a leader in the Department modeling the vision of the department, working to increase the quality of life in the community by taking a proactive and innovative leadership role, while supporting the Human Services Director in accomplishing the Department’s strategic vision. Collaborates across divisions to support staff workflow, with an eye on quality improvement.
  • Maintains compliance with policies, procedures, and standards as set by federal, state or local regulations. Provides guidance and keeps staff informed of current relevant laws, regulations, and issues.
  • Executes supervisory responsibilities with fairness and accountability. Strives to manage and resolve conflicts and works with teams and staff to meet goals and expectations. Encourages training and development, actively coaching and developing teams and staff.

 

Financial & Resource Management: (35%)

  • Responsible for managing program area funding sources and budgets. Allocates resources according to set strategic plan and adjusts expenditures and revenues as required.
  • Monitors budget performance for all assigned program areas assuring resources are obtained and used efficiently.
  • Works to develop funding sources for program areas by participating in grant processes.
    • Manages contracts and provides on-going monitoring of contract details. Confirms the contractor is performing the duties and obligations in accordance with the terms of the contract.
    • Identify and address any developing problems or issues.
  • Supports the Director in overall financial accountability and program costing analysis.
  • Responsible for special projects as assigned and reporting as required to the State and the BOCC.

 

Community Partnerships: (15%)

  • Actively develops and maintains relationships and networks with outside community resources, service providers and other counties, with the goal of enhancing citizen services.
  • Stays current on issues, welfare reform, and regulations regarding mandated and additional services. Often interacts with State agency, Boards, Courts, committees, citizens’ groups, contractors, vendors and other agencies and organizations.

Position Requirements

MINIMUM QUALIFICATIONS:

(Any combination of experience and education that would likely provide the required knowledge, skills and abilities as determined by Garfield County may be substituted for the following requirements.)

  • Education: Bachelor’s degree in a related Human Services field; advanced degree in Social Work or a closely related field preferred; satisfactory completion of all professional courses required for supervisory and leadership positions.
  • Experience: Five years of progressively responsible experience in Human Services, which should include management of similar programs, budgets, and teams.
  • Licenses & Certifications: Valid Driver’s License

REQUIRED PHYSICAL ACTIVITIES:

  • Sitting: The primary task involves sitting at a desk, computer, or workstation for extended periods, performing administrative tasks and using computer equipment.
  • Lifting and Carrying: Occasional lifting and carrying of lightweight office supplies, documents, or small packages may be required, typically not exceeding 10 pounds.
  • Bending and Reaching: May involve occasional bending or reaching to access office equipment, files, or supplies within standard office settings.
  • Grasping and Typing: Ability to use a keyboard, mouse, and office equipment, demonstrating fine motor skills for typing, clicking, and manipulating documents.
  • Visual Acuity: Clear vision for reading printed and on-screen materials, including text, graphics, and data, and for viewing computer monitors for extended periods.
  • Hearing: Adequate hearing to engage in conversations, respond to telephone calls, and interact with colleagues in a typical office environment.
  • Walking/Mobility: Occasional short walks, or mobility, within the office premises may be necessary to attend meetings, access common areas, or collaborate with colleagues.
  • Stamina: Maintain the ability to maintain focus, productivity, and attention to detail while working at a desk for standard office hours.

 

WORK ENVIRONMENT:

Work is primarily performed in a standard office environment. Extended periods of sitting are required.

 

WORK HOURS:

  • Regular Full-Time position, 40 hours per week.
  • Hours are typically 8:00am to 5:00pm Monday through Friday.
  • There may be times when an employee may need to work outside the established work week, such as after hours or on the weekend.

 

REQUIRED TRAVEL:

The employee is regularly required to travel within the County.

 

TECHNOLOGY AND EQUIPMENT:

Computer and relevant software applications, spreadsheets, calendars, and word processing. Will also work with calculators, telephone systems, and mobile phones. Statewide client information system (TRAILS).
