GENERAL PURPOSE OF JOB:

The Human Resources Coordinator is responsible for providing professional-level services in recruitment, selection, and onboarding throughout the entire employee lifecycle. This role includes managing and entering data into the Human Resources Information System (HRIS), as well as overseeing performance management. The Coordinator partners with the Human Resources Business Partner (HRBP) for guidance on daily operations and special projects, while also fostering strong working relationships with hiring supervisors and managers.

ESSENTIAL JOB FUNCTIONS:

Recruitment & Onboarding - 55%

  • Partners with HRBP on the recruitment and onboarding of new hires.
  • Create job postings requisitions on the County’s Application Tracking System (ATS) and external job boards.
  • Develop effective recruitment campaigns for use on multiple channels (online/social media, print, etc).
  • Screens applicants for minimum qualifications and forwards candidate information to the hiring managers, updates applicants' status in the ATS.
  • Process background checks, including employment and education verifications. Generate and send offer letters to new hires in the ATS.
  • Collaborate with hiring managers on how to do reference checks and ensure these are completed.
  • Councils internal and external applicants on job opportunities, rules, policies, procedures, completing job applications, and preparing for employment assessments and interviews. Provides candidates with information on the County, the position, benefits, and other relevant information.
  • Establishes and maintains work relationships with supervisors and managers.
  • Processes forms and reports, evaluating accuracy, completion, and validity.
  • Coordinates and assists in conducting New Hire Orientations.
    • Schedules and communicates with new hires on the orientation and onboarding process,
    • Create new hire personnel files and ensure all required documents are prepared for orientation,
    • Ensure all new hires complete the required new hire paperwork,
    • Ensure completion of 1-9 and verification of identity and work authorization,
    • Create new hire badges and reviews for correct levels of access.
  • Ensures all recruitment activity complies with applicable laws and County policies.

 

HR Systems & Projects – 30%

  • Sets up new employees in HRIS system, and monitors transfer of data from ATS to Core.
  • Organizes and maintains information on all HR pages on the Intranet.
  • May assist with providing compensation data for external surveys.
  • Assist with other HR projects and surveys.
  • Responsible for the accuracy and timeliness of data entry into the HRIS system.
  • Generates reports from HRIS system to assist with operational decision-making, such as termination rates, new hire reports, position change reports, etc.

 

Training & Performance Management – 15%

  • Assists with troubleshooting, guiding supervisors and employees through the performance management process in Ascentis. May provide training as needed.
  • Tracks performance review completion and communicates with Departments on missing or uncompleted performance reviews.
  • Assists with planning, development, implementation, and logistical support of employee training programs.
  • Creates and delivers marketing and communications for training programs.

Position Requirements

MINIMUM QUALIFICATIONS:

(Any combination of experience and education that would provide the required knowledge, skills and abilities as determined by Garfield County may be substituted for the following requirements.)

  • Education: High school diploma or equivalent.
  • Experience: Four (4) years of relevant work experience performing tasks specific to Human Resources and/or providing a similar level of HR support to internal customers. Proficient experience using Microsoft 365.
  • Licenses & Certifications: Valid Driver’s License.
  • Preferred:
    • SHRM Certification.
    • Experience in a public sector environment.

Required Physical Activities:

  • Sitting: The primary task involves sitting at a desk, computer, or workstation for extended periods, performing administrative tasks, and using computer equipment.
  • Lifting and Carrying: Occasional lifting and carrying of lightweight office supplies, documents, or small packages may be required, typically not exceeding 20 pounds.
  • Bending and Reaching: May involve occasional bending or reaching to access office equipment, files, or supplies within standard office settings.
  • Grasping and Typing: Ability to use a keyboard, mouse, and office equipment, demonstrating fine motor skills for typing, clicking, and manipulating documents.
  • Visual Acuity: Clear vision for reading printed and on-screen materials, including text, graphics, and data, and for viewing computer monitors for extended periods.
  • Hearing: Adequate hearing to engage in conversations, respond to telephone calls, and interact with colleagues in a typical office environment.
  • Walking/Mobility: Occasional short walks, or mobility, within the office premises may be necessary to attend meetings, access public areas, or collaborate with colleagues.
  • Stamina: Maintain the ability to maintain focus, productivity, and attention to detail while working at a desk for standard office hours.

 

Work Environment:

Work is primarily conducted in a standard office environment, with frequent interruptions and multiple demands.

 

Work Hours:

Regular full-time position, 40 hours per week. Work hours are Monday – Friday, 8:00 am to 5:00 pm.

Weekends and after-hours may be required for unique events or to attend training.

 

Required Travel:

The employee is frequently required to drive throughout various parts of the County and occasionally outside the County for training and conferences.

 

Technology and Office Equipment:

Computer and relevant software applications, including Ascentis (HRIS), Microsoft 365, Excel, Publisher, and Canva; telephone system.
