GENERAL PURPOSE OF JOB:

Provides essential accounting and financial support to the Department of Human Services (DHS). Examines and verifies data, records, and posts financial transactions to proper accounts and processes bills for payment; reconciles and balances accounts; and maintains fiscal records in accordance with county, state, and federal requirements.

ESSENTIAL JOB FUNCTIONS:

DHS Accounting:

  • Orders and pays for office and related supplies for the department, processes, monitors, and tracks purchase requisitions.
  • Processes monthly departmental bills and prepares them for payment timely and accurately. Utilizes state prescribed systems and billing software to process claims and obtain reimbursement for expenses.
  • Responsible for accounts receivable functions, including processing daily payments from customers and providers, completing spreadsheets, processing grant repayments, and entering cash payments into the appropriate financial systems.
  • Reviews fiscal source documentation for completeness, mathematical accuracy, proper authorizations, sufficiency of information and proper account combinations.
  • Allocate, reconcile, and report monthly department purchase card expense reports, verify receipts and related backup documentation for accuracy and compliance with county and state policies and procedures.
  • Utilize QuickBooks to record deposits, disburse approved funds, and reconcile bank statements for fiduciary accounts and complete required fiscal reporting.
  • Prepares and enters monthly, quarterly, and annual accounting entries in various systems and creates financial reports.
  • Conducts finance related training for new employees, mentors and coaches employees on finance processes and procedures.
  • Respond to vendor and/or employee questions regarding financial transactions and order inquiries.
  • Respond to requests for expenditure reviews from various auditors and state and county staff. Prepares and submits applicable documentation and answers questions.
  • Provides support to DHS Finance staff, cross train for backup and coverage purposes.
  • Review, create, and enter routine journal entries into financial systems.
  • May assist with cross-divisional or department-wide projects and initiatives as needed.

Position Requirements

MINIMUM QUALIFICATIONS:

(Any combination of experience and education that would likely provide the required knowledge, skills and abilities as determined by Garfield County may be substituted for the following requirements.)

  • Education: Associate in a business administration, finance, accounting, or a related field.
  • Experience: Three years of experience working in accounting and financial support functions.
    • Previous experience in accounts payable/receivable preferred.
  • Licenses & Certifications: Valid driver’s license.

REQUIRED PHYSICAL ACTIVITIES:

  • Sitting: The primary task involves sitting at a desk, computer, or workstation for extended periods, performing administrative tasks and using computer equipment.
  • Lifting and Carrying: Occasional lifting and carrying of lightweight office supplies, documents, or small packages may be required, typically not exceeding 15 pounds.
  • Bending and Reaching: May involve occasional bending or reaching to access office equipment, files, or supplies within standard office settings.
  • Grasping and Typing: Ability to use a keyboard, mouse, and office equipment, demonstrating fine motor skills for typing, clicking, and manipulating documents.
  • Visual Acuity: Clear vision for reading printed and on-screen materials, including text, graphics, and data, and for viewing computer monitors for extended periods.
  • Hearing: Adequate hearing to engage in conversations, respond to telephone calls, and interact with colleagues in a typical office environment.
  • Walking/Mobility: Occasional short walks, or mobility, within the office premises may be necessary to attend meetings, access common areas, or collaborate with colleagues.
  • Stamina: Maintain the ability to maintain focus, productivity, and attention to detail while working at a desk for standard office hours.

WORK ENVIRONMENT:

Work is primarily performed in a standard office environment. Extended periods of sitting are required.

WORK HOURS:

  • Regular Full-Time position, 40 hours per week.
  • Hours are typically 8:00am to 5:00pm Monday through Friday. Flexible hours from 8 – 5 pm.
  • There may be times when an employee may need to work outside the established work week, such as after hours or on the weekend.

 

REQUIRED TRAVEL:

The employee is occasionally required to drive throughout various parts of the County. There may also be travel required outside of the County and overnight conferences.

 

TECHNOLOGY AND EQUIPMENT:

Computer and relevant software applications, spreadsheets, calendars, and word processing. Will also work with calculators, telephone systems, and mobile phones.
