SUPERVISION:

Directly supervises the public health nursing division and potentially other public health support staff. Provides leadership and supports their team and works to improve outcomes for staff, programs, and the Garfield County community. Executes supervisory responsibilities with fairness and accountability. Strives to manage and resolve conflicts and works with teams and staff to meet goals and expectations. Encourages training and development, actively coaching and empowering the nursing team.

GENERAL PURPOSE OF JOB:

Leads the Public Health Nursing Division and may oversee additional staff ensuring effective implementation of public health programs across diverse community settings. Collaborates with the Public Health Deputy Director to guide the County’s community health strategies, including epidemiological efforts, and public health emergency response and preparedness initiatives, ensuring that Garfield County Public Health is positioned to successfully lead the community health response.

ESSENTIAL JOB FUNCTIONS:

Nursing Program

  • Leads daily operations of the Public Health Nursing office, ensuring objectives are met within timeframes and budget, optimizing resources and workflow efficiencies, and coordinating cross-disciplinary collaboration to enhance community health services.
  • Performs clinical nursing duties to support the nursing team and ensure delivery of high-quality patient care.

Leadership & Team Management

  • Directly supervises nursing staff, overseeing scheduling, work assignments, recruitment, onboarding, performance evaluations, and professional development to ensure a high-performing, well-supported team. Addresses nursing staff complaints, resolves conflicts, takes disciplinary actions as needed, and engages with senior management to align departmental strategies and communicate relevant information to staff.
  • Coordinates staff training programs, provides coaching and mentoring focused on performance improvement and team collaboration, and sets clear performance goals with ongoing feedback to support continuous growth.
  • Mentors nursing students to promote the public health nursing profession and maintains personal professional knowledge by participating in seminars, training programs, and reviewing industry journals and publications.

Quality Improvement & Program Oversight:

  • Oversees and participates in quality improvement initiatives to ensure compliance with regulatory standards and accreditations, conducting regular assessments and maintaining updated agency policies, procedures, and program protocols.
  • Ensures the safety and maintenance of the office environment, equipment, and facilities in collaboration with the Facilities Department, and maintains inventory of medications and supplies necessary for Public Health operations.
  • Contributes to the development and management of the department budget, ensuring efficient resource allocation.

Community Engagement & Outreach:

  • Represents the department in community health forums and outreach initiatives, fostering partnerships with external organizations to improve public health outcomes, and participates in group teaching to deliver public health education to client and community groups.

Emergency Response:

  • Assumes emergency response roles as needed, contributing to public health preparedness and managing crisis situations effectively

Position Requirements

MINIMUM QUALIFICATIONS:

(Any combination of experience and education that would likely provide the required knowledge, skills and abilities as determined by Garfield County may be substituted for the following requirements.)

Education & Experience:

  • Bachelor’s degree in nursing from a college or university accredited by the National League for Nursing.
  • At least four (4) years of experience in public health nursing or a related field, with demonstrated experience in nursing supervision and leadership.           

Licenses & Certifications: 

  • Valid driver’s license.
  • Current license to practice as a Registered Nurse in Colorado.
  • CPR certification required.
  • Continuing education in public health nursing is required to maintain relevant credentials.

REQUIRED PHYSICAL ACTIVITIES:

While performing the essential functions of this job the employee is frequently required to reach, grasp, finger, stand, sit, walk, talk, and hear. Occasionally required to lift and/or move up to 15 pounds.  Specific vision abilities required by this job include close vision, color vision, depth perception, peripheral vision, and ability to adjust focus. 

WORK ENVIRONMENT:

Work is primarily performed in a standard medical office & clinic environment. Extended periods of sitting are required.

WORK HOURS:

  • Regular full-time, 40 hours a week.
  • Hours are typically 8:00am to 5:00pm Monday through Friday.
  • There may be times when an employee may need to work outside the established work week, such as after hours or on the weekend.

REQUIRED TRAVEL:

The employee is occasionally required to drive throughout various parts of the County.  There may also be travel required outside of the County and overnight conferences.

TECHNOLOGY AND EQUIPMENT:

Computer and relevant software applications, including Microsoft Office 365, spreadsheets, calendars, and word processing. Will also work with calculators, telephone systems, and mobile phones. Will work with medical equipment such as vaccine equipment, physical assessment tools, personal protection equipment, and emergency communication devices.

NOTE: This position requires a pre-employment background check which will include a Criminal Background Check, Education Verification, Employment Verification, and Motor Vehicle Record. Employment is contingent upon successful completion of these items.
