Prevention Services Program Manager I 

Description

Richmond Behavioral Health is hiring a Program Manager to join our team of Life Changers. This position performs complex and advanced administrative work related to the provision and coordination of prevention services for the Substance Use Disorders (SUD) division; Ensure services are in compliance with Virginia Department of Behavioral Health and Developmental Services licensing (DBHDS) and RBHA standards. Performs other related work as needed or assigned. Supervision is exercised over subordinate personnel. Work is performed under the general direction of the Director of Grants, Research, Evaluation & Planning.

Essential Functions

  • Provides leadership and administrative supervision of staff; assists with the recruitment and selection of staff; assigns, directs, trains and inspects the work of personnel; disciplines, coaches, counsels and evaluates staff performance; recommends suspensions, termination, promotion and demotion; develops staff schedules, monitors and approves leave, prepares and submits timesheets for payroll.
  • Manages daily program activities to achieve program goals.
  • Organizes and directs the delivery of prevention services for the RBHA; ensures that the delivery of services is coordinated with other RBHA and community-based services providers.
  • Monitors staff compliance with contracts, grants, and RBHA policies and procedures; monitors and evaluates program operations, processes and activities for quality and regulatory compliance.
  • Assists with the various licensure and/or certification requirements for the services programs/facilities.
  • Monitors the collection of data for compliance with regulatory and agency standards; reviews documentation for accuracy.
  • Prepares and submits reports; monitors and reports outcome measures related to grant-funded projects; maintains contracts and MOAs with community partners as necessary and appropriate.
  • Serves as a liaison to community partners; establishes and maintains community partnerships; assists with educating the community and service providers on services; identifies/coordinates training of staff and supports needs of partners.
  • Develops and monitors program budget and expenditures; makes budget adjustments as required.
  • Participates in the development of overall program curriculum ensuring compliance with Federal, State, and local regulatory guidelines; assists with development of policies, procedures, and program protocol/guidelines.
  • Collaborates with teams to ensure services are provided to meet the needs of the community, that staff appropriately implements them and that they utilize appropriate community partners; assists with crisis intervention and prevention activities.
  • Monitors the collection of data for compliance with regulatory, reimbursement and agency standards, reviews documentation for accuracy.
  • Supervises, coordinates, and participates in various meetings (local, regional, state) regarding prevention services.
  • Consults with other Authority directors, managers and supervisors to resolve inefficiencies in workflows and address barriers in services provision; participates in work groups and/or serves as chair on committees regarding service delivery; and serves as a consultant to staff regarding prevention services.
  • Attends various trainings/in-services; participates in regional/State meetings regarding development and services.
  • Provides consultations and training as required.


Knowledge, Skills and Abilities
Thorough knowledge of the Strategic Prevention Framework, Risk and Resiliency Model and other prevention models to structure services and programs, ability to interpret and apply regulations; ability to maintain detailed records; ability to plan and supervise the work of subordinates; ability to communicate ideas effectively both orally and in writing; ability to establish effective working relationships with associates, subordinates, medical professionals, community partners, clients and the general public.

 
Position Requirements

Education and Experience
Master’s degree in Social Work, Psychology, Education, Public Health, or related field, with foundational experience and transferable skills applicable to behavioral health or prevention programming, some experience/courses providing leadership/ supervising staff or an equivalent combination of education and experience.


Physical Requirements
This is sedentary work requiring the exertion of up to 10 pounds of force occasionally and a negligible amount of force frequently or constantly to move objects; work requires fingering, and repetitive motions; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels, and to receive detailed information through oral communications and/or to make fine distinctions in sound; visual acuity is required for preparing and analyzing written or computer data, operation of motor vehicles or equipment, determining the accuracy and thoroughness of work, and observing general surroundings/activities; the worker is not subject to adverse environmental conditions.


Special Requirements
Certifications in Prevention Evidence-based Programs preferred.
Willingness to work occasional evenings/weekends.
Valid driver's license in the Commonwealth of Virginia.

Starting Salary Range $78,300
