Regional Program Supervisor

General Definition of Work

Performs advanced programmatic supervision and administrative work coordinating, overseeing and reporting on regional activities, including the Discharge Assistance Program (DAP) and Regional Permanent Supportive Housing (PSH), tracking utilization and outcome data for the region, preparing monthly reports, contract development, maintaining close communication with regional partners and related work as apparent or assigned. Supervision is exercised over subordinate personnel. Work is performed under the limited supervision of the Regional Programs Manager.

Essential Functions

Supervises the activities of subordinate personnel to include, but not limited to, Regional Housing Specialist.

Assists in the recruitment and selection of program personnel; assigns, directs, trains and inspects the work of staff; disciplines, coaches, counsels and evaluates staff performance; recommends suspensions, termination, promotion and demotion.

Coordinates and oversees Regional DAP and PSH activities; sets program priorities; monitors and evaluates service delivery in accordance with established guidelines and principles; develops and enforces program policies and procedures.

Manages daily program activities for Region 4 DAP.

Collects, tracks and maintains records and maintains DBHDS DAP Database on all active regional DAP recipients.

Performs utilization review and management function. Serves as primary point of contact with DBHDS, CSBs, and private providers. Manages all in- and out-of-region transfers of DAP as per the Administrative Manual.

Coordinates the implementation of the Regional PSH Capacity Building initiative.

Oversees the Regional PSH program implementation plan, including development of the Regional PSH Supportive Housing Plan; working with program manager and other identified personnel and/or partners to conduct needs assessments and expand housing programs to meet the needs of the region, based on outcomes, best practices, staffing patterns, and budgetary and consumer needs.

In conjunction with the Program Manager, provides input on and monitoring of program budgets.

Manages daily program activities for Region 4 PSH housing stabilization and mitigation initiatives.

Monitors and audits housing stabilization and mitigation requests for compliance with regulatory requirements and agency standards; reviews documentation for accuracy. Monitor supportive housing project development and track expenditures.

Collects and tracks all payments related to Regional PSH initiatives.

Completes and submits required program reporting.

Prepares and distributes correspondence to staff and regional partners to improve communication and shares important announcements, deadlines, changes, etc.

Participates in regional and state meetings as appropriate and serves as liaison to DBHDS for Regional DAP and PSH

Participates in training and continuing education as required.

 
Position Requirements

Knowledge, Skills and Abilities

Thorough knowledge of Region 4 regional programs, key partners/stakeholders, and thorough knowledge of regional operations. General knowledge of various community resources, including supporting housing principles, programs and partners. Thorough knowledge of program development and planning process; thorough knowledge of modern office methods, practices and equipment; thorough knowledge of DAP, PSH, reporting and tracking; thorough knowledge of DAP & PSH operating guidelines; general knowledge of use of electronic encryption systems; general knowledge of the RBHA employee manual; general knowledge of finance department procedures; general knowledge of invoice processing and tracking; ability to make arithmetic computations using whole numbers, fractions and decimals; ability to compute rates, ratios and percentages; ability to establish and maintain effective working relationships with vendors, hospital liaisons, regional executives, associates and the general public; ability to communicate effectively orally and in writing with all types of people; ability to work closely with staff inside the Authority and with staff from other agencies; ability to coordinate all facets of program operation so that the programs run smoothly and problems are solved.

Education and Experience

Bachelor's degree with coursework in business administration, communications, or related field and considerable experience in data tracking and analysis, project/program management, or equivalent combination of education and experience. Experience with accepting increasingly challenging and complex roles and responsibilities related to projects management and leadership. Experience working in a behavioral health setting preferred.

Physical Requirements

This is sedentary work requiring the exertion of up to 10 pounds of force occasionally and a negligible amount of force frequently or constantly to move objects; work requires fingering, and repetitive motions; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels, and to receive detailed information through oral communications and/or to make fine distinctions in sound; visual acuity is required for preparing and analyzing written or computer data, operation of motor vehicles or equipment, determining the accuracy and thoroughness of work, and observing general surroundings and activities; the worker is not subject to adverse environmental conditions.

Special Requirements

Valid Virginia Driver’s License.

Occasional travel, primarily within Region 4.

Starting Salary Range $ 64,342.85, and is negotiable depending on qualifications.
