Position Summary
A senior leader responsible for managing the financial activities of The Town of Gypsum. Responsible for tracking cash flow, analyzing strengths/weaknesses in the Town’s finances and overseeing all aspects of its financial success.
Essential Duties and Responsibilities
- Oversee and maintain the Town’s financial reporting system
- Maintain fixed assets ledgers
- Oversee daily/ weekly/ monthly accounting functions
- Accounts payable
- Accounts receivable
- Payroll processing
- Quarterly payroll report processing
- Bank account reconciliation
- Credit card reconciliation
- Golf course daily deposit entry into general ledger
- Monthly -Monitor financials and make budget comparisons
- Quarterly - reconcile department records to the general ledger
- Community Development
- Permit fees
- TCO deposits
- Developer deposits
- Dedication and special revenue
- Golf Course
- Fee revenue
- Grips/lessons
- Pro Shop purchases/sales
- Utility Billing
- Reconcile to general ledger
- Monitor for unusual activity
- Accumulate information to prepare budget for Town Council review. Includes assisting the department heads and the Town Manger in preparation of the annual operating budget
- Prepare annual certification of taxes levied
- Prepare annual reports
- Highway User Report
- Conservation Trust Fund
- Holy Cross Enhancement Fund
- Debt Covenant Reports
- Special Grant Funding
- Prepare financial statements and provide monthly reports on budget versus actual to the Town Council and Town Manager

- Be creative in developing more efficient and productive ideas to better protect and invest the Town funds

Required Knowledge, Skills and Abilities
- Knowledge of the principles and methods of general and governmental accounting and auditing
- Proficient in the use of basic word processing spreadsheet and financial software
- Ability to analyze and implement financial control systems
- Ability to communicate clearly and concisely, orally and in writing
- Ability to prepare journal entries and maintain the general ledger
- Ability to prepare financial statements
- Generally Accepted Accounting Procedures (GAAP)
- Governmental Accounting Standards Board (GASB)
- Ability to forecast and project financial resources available for capital projects
- Knowledge of the principles of public administration and business office management
- Knowledge of and ability to interpret state taxing regulations
- Ability to handle and maintain confidentiality of information
- Exceptional ability to establish and maintain effective working relationships with staff and the public
- Experience with an ERP (Enterprise Resource Planning) program, specifically Tyler Technologies a plus
Education and/or Experience
- Three (3+) years’ experience in governmental accounting.
- Graduate from an accredited college or university with a bachelor’s degree in accounting, or any combination of education, training and experience which provides the required knowledge, skills and abilities.
Supervision Received Works under the direct supervision of the Town Manager
Supervision Exercised Accounting Department including the Senior Accountant, the Accounting Clerk, as well as other employees whose duties include departmental accounting (ex. Public Works admin, Com Dev admin, etc.)
Work Environment:
- Physical Demands: Sedentary physical work requiring ability to lift a maximum of 40 pounds; occasional lifting, carrying, walking, and standing; vision for reading and interpreting reports and documents; hand/eye coordination for operation of computer; frequent speech communication and hearing to maintain communication with employees and citizens.
- Must successfully pass a criminal background check.
