Director- SUD- INTERNAL ONLY 

Description

Richmond Behavioral Health is seeking a dependable and qualified Director to Performs complex professional and difficult administrative work planning, organizing and supervising the operations of assigned programs, ensuring programs meet client needs within regulatory requirements, monitoring contracts, monitoring program budgets, preparing and maintaining files and records, preparing reports, and related work as apparent or assigned.

Essential Functions

Provides clinical and administrative supervision of staff; assists with the recruitment and selection of program staff; assigns, directs, trains and inspects the work of personnel; disciplines, coaches, counsels and evaluates staff performance; recommends suspensions, termination, promotion and demotion; develops staff schedules, monitors and approves leave, prepares and submits timesheets for payroll.

Provides administrative supervision to contracted staff at the RADTC; negotiates and monitors compliance with MOAs between the Authority and RADTC.

Assesses service utilization; reviews billing; monitors expenditures, performs unit-wide budget analyses and provides periodic budget reports for COO; provides consultation on difficult cases; conducts site visits as needed.

Monitors staff compliance with contracts, grants, and Authority policies and procedures; monitors and evaluates program operations, processes and activities for quality and licensure compliance.

Assists with the various licensure and/or certification requirements for the services programs/facilities (e.g., DEA certification, SAMHSA registration, Board of Pharmacy license). 

Assists in the development of revenue generating activities; develops and monitors program budget and expenditures; makes budget adjustments as required; prepares and reviews invoices and reimbursement requests.

Prepares and submits reports; monitors and reports outcome measures related to grant funded projects; maintains contracts and MOAs with community partners.

Oversees the maintenance of program facilities, equipment and vehicles; orders and maintains program supplies.

Monitors clinical and medical records, practices and the collection of data for compliance with regulatory, reimbursement and agency standards; reviews documentation for accuracy.

Serves as a liaison to community partners; establishes and maintains community partnerships; assists with educating the community and service providers on program services.

Consults with other Authority managers and supervisors to resolve inefficiencies in workflow and address barriers in services provision; participates in work groups and/or serves as chair on committees regarding service delivery; serves as a consultant to MH division staff regarding SUD treatment services for MH clients with addictive disorders; authorizes SUD treatment services with contracted providers.

Participates in supervisory planning meetings with Division Director and other Division managers and supervisors.

Provides consultations and training as required.

 
Position Requirements

Knowledge, Skills and Abilities

Comprehensive knowledge of services, benefits and programs available for clients and ability to assess and restructure delivery of same to meet client needs; thorough knowledge of principles of behavior management training, crisis intervention and prevention; comprehensive knowledge of State and local licensure requirements, Medicaid regulations, confidentiality and consumer rights; skill in the operation of general and specialized equipment used in the area of assignment; ability to understand, interpret, and relate oral and written instruction; ability to solve problems within scope of responsibility; ability to interpret and apply regulations; ability to maintain detailed records; ability to plan and supervise the work of subordinates; ability to communicate ideas effectively both orally and in writing; ability to establish effective working relationships with associates, subordinates, medical professionals, community partners, clients and the general public.

Education and Experience

Master’s degree with coursework in social work, psychology, counseling, or related field and considerable experience supervising staff in a behavioral health setting, or equivalent combination of education and experience.

Special Requirements

This position oversees the following programs: SUD Outpatient/Intensive Outpatient (adult and adolescent); Case Management; Recovery Plus (Methadone) and Withdrawal Management/Crisis Receiving Center services. Supervision will be exercised over subordinate personnel. Work is performed under the general direction of the Chief Operating Officer (COO) of Planning, Development, Research, Evaluation & Substance Use Disorders.

Licensed Clinical Social Worker, Licensed Professional Counselor, Licensed Substance Abuse Treatment Professional or Licensed Clinical Psychologist.

Professional or Licensed Clinical Psychologist.

Pre-screener and Qualified Mental Health Professional certifications. Valid driver's license in the Commonwealth of Virginia.

Starting Salary Range $120,000
