Summary:

We are seeking an accomplished Postal Industry Subject Matter Expert (SME) to serve as a Principal Analyst for our USPS client.
This role requires not just deep industry knowledge, but also the proven ability to solve and translate that knowledge into actionable requirements and deliver results on time, without excessive oversight. You will be the go-to expert for interpreting postal regulations, forms, and rate changes, and for ensuring those changes are implemented accurately and efficiently in business processes and systems.
Key Responsibilities:
- Serve as the subject matter expert on USPS applications, regulations, programs, and mailing standards.
- Research, analyze, and document changes to postal forms, pricing, and operational requirements, ensuring compliance and timely implementation.
- Interpret and apply USPS mail manuals (DMM/IMM) requirements, mail and parcel postage payment and verification processes, CASS/NCOA standards, and related postal regulations.
- Collaborate with technical teams to translate business needs into precise system and process requirements.
- Develop, manage, and deliver project documentation, including requirements matrices, test plans, training materials, and process guides.
- Participate in and lead meetings with USPS stakeholders to clarify requirements, identify risks, and recommend solutions.
- Ensure that deliverables are completed accurately, on schedule, and with minimal oversight.
- Support both agile and waterfall project methodologies as needed.
- Perform quality assurance and user acceptance testing to confirm compliance with USPS rules and operational goals.
Qualifications:
Required:
- US Citizenship or Green Card; able to obtain Public Trust.
- 10+ years of business, technical, and systems analysis experience, including at least 5 years in the postal/mailing industry (USPS, vendors, or major mail service providers).
- Demonstrated expertise with USPS regulations, DMM, USPS applications, CASS/NCOA, and postal rate change analysis.
- Proven track record of independently creating technical solutions for business problems from discovery through implementation.
- Exceptional written and verbal communication skills, including the ability to prepare clear documentation and train stakeholders.
- Experience working with multiple stakeholders and managing competing priorities.
- Strong problem-solving and consultative skills.
- Bachelor’s degree in computer science, Business Administration, Engineering, Economics, or a related field, or equivalent experience.
- Proficiency with Microsoft Excel (pivot tables), PowerPoint, Visio/Lucid, and SQL.
Preferred:
- Experience supporting USPS programs or large-scale mailing operations.
- Familiarity with commercial off-the-shelf (COTS) mailing software solutions.
- Experience architecting complex solutions for various systems involving flowcharts, diagrams, ERDs, and technical user stories.
- Prior consulting or professional services experience.
