The National Oceanic and Atmospheric Administration (NOAA) National Marine Fisheries Service (NMFS) sponsors a variety of research studies designed to collect data about fishing activity and effort.  One such study is the Access-Point Angler Intercept Survey (APAIS), a field intercept effort conducted with recreational saltwater anglers at fishing access points in the thirteen Atlantic states north of Florida.  The purpose of the APAIS is to collect information about fishing effort, biological information on available and unavailable catch, and demographic information.


This information is collected by Field Staff , who provide contracted field support for data collection conducted by RTI. Field Staff will be assigned to prepare for and conduct data collection operations as prescribed by the project requirements on which they will be trained. Field Staff will ensure that field data collection activities are conducted in an efficient and cost-effective manner, that data is collected according to specific project protocols, and that assignments are conducted in a professional manner and handled according to established procedures.


This is a part-time, temporary position requiring availability of at least 3 days a week, working in 8 hour shifts.  All Field Staff work as employees of Headway Workforce Solutions.


Position Requirements
  • Willingness and availability to work some evenings, nights, and weekends.  While there will be relatively few night assignments, the project can involve data collection in four daily time slots:  2am-8am; 8am-2pm; 2pm-8pm;8pm-2am.
  • Willingness to work in pairs if assigned to nighttime shifts (8pm-2am and 2am-8am)
  • Ability to exactly follow assignment specific directions with minimal supervision.
  • Effective communication skills with the ability to work with difficult respondents.
  • Willingness to handle, weigh and measure fish
  • Ability to learn to identify fish species and must “pass” a fish identification test to be hired on the project and then “pass” a refresher test at least quarterly thereafter
  • Availability to attend 3 mandatory in-person meetings per year to be led by the Field Supervisors ability to administer survey questions verbatim using the project-specific questionnaire.
  • Documentation of all activity and interaction with respondents as required.
  • Ability to meet performance expectations in areas of efficiency, quality, response rates, and schedule.
  • Adherence to confidentiality and data security measures at all times.
  • A professional attitude and appearance at all times.
  • Satisfactory completion of the project training program.
  • Adherence to all field protocols.
  • Access to and ability to use personal automobile for business purposes (paid mileage is included).
  • Ability to maintain appropriate communication with supervisor.
  • Ability to accurately complete project documents.
  • Reliable submission of time and expense reports and other administrative requirements.
  • Reliable submission of data forms and materials on schedule.
  • Adherence to all project deadlines.
  • Willingness to travel as required for project-related purposes including trainings and review meetings.
  • Ability to adjust to the environment outdoors and weather conditions as encountered as work will be performed outdoors (piers, marinas, boat ramps, beach, etc)..
  • Effectively communicate through speech and listening.
  • Ability to walk and stand for extended periods of time.
  • Ability to adapt to various social environments and areas.
