Job Summary

Quality Assurance Supervisor (QAS) is responsible for the onsite management and supervision of up to 25 Quality Assurance Representatives (QARs). They implement the Quality Assurance Surveillance Plan (QASP) and must be thoroughly familiar with contract requirements, QA tracking, and documentation standards set by the U.S. Army Corps of Engineers (USACE), ensuring effective communication and compliance.

 

The QAS provides oversight, safety training, and in-field guidance to QA Representatives monitoring and reporting on debris removal activities. Their role is to ensure adherence to the Government Scope of Work, safety requirements outlined in EM 385-1-1 training course, and established best management practices. Additionally, they oversee the QA Representatives as they collect data, document work progress and completion, and capture photographic records to maintain comprehensive documentation for each property involved in debris removal. It is essential that QAS personnel do not provide direction or guidance to contractors or crews during the removal process. They report directly to the QA Manager.

 

Work Area:

General geographical work area includes Palisades, Altadena, Pasadena, and other areas throughout Los Angeles County. Physical locations may include damaged or destroyed structures, landfills, and other disposal site locations.

 

Work Schedule:

This is a full-time onsite position. (seven days a week, ten hours a day emergency services contract)

 

Principal Duties/ Responsibilities:

  • Participate in a project orientation to understand the scope of work and the quality assurance program to implement policies and procedures to protect against out-of-scope activities.
  • Participate in a “shadowing” program to learn about the project and QA responsibilities.
  • Manage up to 25 QA Representatives showing strong interpersonal skills to coach and communicate eligibility determinations, safety requirements and other project issues.
  • Monitor and electronically capture documentation relating to the operation and eligibility of debris in accordance with the contract specifications including collection and staging of various types of debris, hauling of various types of debris either to a temporary debris management site or a final disposal facility, reduction of vegetative debris at a temporary debris management site, and final haul out of reduced debris to final disposal facility.
  • Document condition of the property, roads in the immediate vicinity, and public and private property on which crews work.
  • Collaborate with Government and third-party supervisors, crew foreman, equipment operators, archeological monitors, debris monitors, safety officers, project managers, and client representatives.
  • Use project-provided electronic devices (e.g. tablets, phones, printers, etc.) to document all debris removal activities and take photos.
  • Properly and timely complete timecard submissions for accurate invoicing to Government.

 

Education and Skills Experience:

  • Minimum of a high school diploma or GED.
  • Must have firm understanding of different contract types including time and materials and unit rate contracts.
  • 2+ years of experience in construction inspection, quality assurance, or a related field with a fundamental understanding of construction methods, equipment and material types and safety protocols.
  • Prefer 2+ years disaster recovery and/or wildfire debris removal project experience.
  • Operate independently with minimal supervision.
  • Strong communication skills including writing and spelling.
  • Technological literate using various phone and tablet applications.
  • Keen accuracy and attention to detail are essential to supplying Government with decision critical information.
  • Work independently, collaboratively, and safely in/around heavy equipment and trucks.
  • Possess empathy, compassionate, and calm demeanor – may encounter public and property owners that have suffered great loss.
  • Must be safety conscious, punctual and reliable.
  • Must have a valid driver license and safe driving history.
  • Must have your own cell phone.
  • Must be able to travel to various work locations within the recovery area.
  • Must pass drug screening and background check.
  • Provide proof of citizenship or authorization to work in the U.S.

 

Physical Requirements:

  • Repetitive motion of the wrists, hands, and/or fingers.
  • Exerting up to 25 pounds of force occasionally and/or negligible amount of force frequently or constantly to lift, bend, kneel, carry, push, pull or otherwise move objects.
  • Able to sit and stand for prolonged periods in an office environment or outdoors under cold or hot and humid conditions.
  • Able to lift 50 pounds safely.
