SUPERVISION:

Performs lead worker duties as assigned. Responsible for daily supervision of seasonal technicians. Responsible for assigning and reviewing daily work, assisting with problems, and identifying areas requiring additional training and support. Participates in the staff evaluation process.

GENERAL PURPOSE OF JOB:

Coordinate and implement the Garfield County Weed Management plan, ensuring compliance with Colorado Noxious Weed Law.

ESSENTIAL JOB FUNCTIONS:

Vegetation Program Administration:

  • Utilizes GPS devices to locate, map and monitor noxious weed infestations for Colorado Department of Agriculture database. Utilizes GPS devices to establish and monitor biocontrol release sites.
  • Designs and implements public weed education programs, including annual spring Pesticide Applicator’s Workshop, the Ag Expo, the Purge the Spurge program, and other events as necessary.
  • Performs public speaking engagements to educate both public and private groups on noxious weed identification and management, cost share programs, biocontrol programs, and other relevant noxious weed-related topics.
  • Assists with coordination of contracted spraying through IGA’s with the Colorado State Forest Service and other entities. Coordinates with commercial applicators to provide contracted roadside spraying on county roads.
  • Compiles pesticide application data and reports and creates annual pesticide discharge report for Colorado Department of Public Health and Environment.
  • Communicates with landowners and other local agencies regarding noxious weed issues.
  • Staff liaison with Weed Advisory Board; arranges meetings and field trips, writes and compiles minutes, coordinates with guest speakers, recruits board members for BOCC consideration, and other duties as necessary.
  • Seeks revenue sources for programs through grant writing, partnerships, and intergovernmental agreements.
  • Manages county Tamarisk/Russian-olive program.
  • Writes and coordinates press releases and public notices for upcoming programs or events, Weed Advisory Board vacancies, and relevant noxious weed issues.

Field & Site Noxious Weed Mitigation:

  • Operates and maintains spray vehicles and equipment, including two spray trucks and UTV.
  • Oversees revegetation projects, including seed and mulch purchasing, hand-seeding, hydroseeder loading and operation, and project monitoring. Mixes, loads, and applies herbicides daily.
  • Locates, identifies and treats weed-infested areas on County rights-of-way, County-owned property, and on lands adjacent to County-owned property.
  • Ensures County compliance with Colorado Noxious Weed Law.
  • Supervises daily operations of the County’s Noxious Weed Program; schedules, assigns, and directs seasonal work, hires, trains and directs new employees; addresses complaints and resolves problems; ensures quality of work.

Position Requirements

MINIMUM QUALIFICATIONS:

(Any combination of experience and education that would likely provide the required knowledge, skills, and abilities as determined by Garfield County may be substituted for the following requirements.)

  • Education: Bachelor’s degree in Natural Resources, Agriculture, or related field.
  • Experience: Two years of noxious weed management experience, or related field.
  • Licenses & Certifications: Valid Driver’s License. Colorado Department of Agriculture Commercial Applicator Qualified Supervisor License in categories 107 and 109.

PHYSICAL ACTIVITIES AND WORK ENVIRONMENT:

REQUIRED PHYSICAL ACTIVITIES:

  • Lifting/Carrying: Capable of lifting and transporting equipment and materials used in vegetation management tasks, with occasional lifting up to 50 pounds using correct lifting techniques.
  • Bending/Stooping: Able to frequently bend, stoop, kneel, and occasionally crouch and crawl, while maintaining body balance and equilibrium.
  • Grasping/Manipulating: Proficient in using dexterous hand movements for handling tools, equipment, and controls, with frequent use of hand and finger motions for grasping, holding, picking, pinching, and operating objects.
  • Reaching: Ability to reach overhead, forward, and below waist level to operate controls within a vehicle or access tools and equipment.
  • Seeing: Possess specific vision abilities including close, distance, color, and peripheral vision, as well as depth perception and the ability to adjust focus, for assessing vegetation conditions and navigating terrain in all weather conditions.
  • Hearing: Must have adequate hearing for communication with team members and detecting potential hazards in the field.
  • Walking/Standing: Comfortable with frequent standing and walking during fieldwork, including walking or hiking on uneven and rocky terrain while wearing a backpack sprayer weighing up to 35 pounds.
  • Climbing: Occasionally required to climb, balance, and maintain body balance while ascending or descending ladders or open stairs.
  • Sitting/Driving: Capable of frequently sitting and driving for extended periods while maintaining focus and alertness, and occasionally required to maintain body balance while driving on uneven terrain in all weather conditions.
  • Pushing/Pulling: Able to maneuver equipment, and materials, including pushing or pulling heavy objects or trailers as necessary.
  • Physical Stamina: Maintain endurance for outdoor work, repetitive tasks, and prolonged driving periods, adapting to varying environmental conditions and work demands.

WORK ENVIRONMENT:

While performing the essential functions of this job, the employee is frequently exposed to outdoor weather conditions that may vary from extreme heat to extreme cold, and to construction equipment and debris, fumes, odors, airborne particles, and dust. The employee is occasionally exposed to the possibility of bodily injury from electrical shock or mechanical hazard. The employee frequently works in and around ongoing construction; and occasionally in high, precarious places; and is often exposed to toxic or caustic chemicals.

The employee is required to wear safety equipment to perform most of the essential functions of this job. The employee often works at remote work-site locations.

The noise level is typically loud and may occasionally be extremely loud.

WORK HOURS:

  • Regular Full Time, 40 hours per week.
  • Hours are typically 6:30am to 5:00pm Monday through Thursday.
  • There may be times when an employee may need to work outside the established work week, such as after hours or on the weekend during a county emergency or disaster.

REQUIRED TRAVEL:

The employee is frequently required to drive-in all-weather conditions to work sites in various locations throughout the County.

TECHNOLOGY AND EQUIPMENT:

A variety of light equipment, machinery and tools used in weed and pest control.

Computer and relevant software applications. Telephone and other communications systems.
