Major responsibilities include (not all inclusive):
Participate in DTS functional Requirements Analysis & Management and operational sustainment activities. As the functional business owner of DTS, DTMO oversees and facilitates the change management process for DTS functional requirements in coordination with the Program Management Office (PMO)-DTS at DMDC. DTMO determines any necessary enhancements to DTS; reviews and provides concurrence on system level requirements and design; coordinates consensus on new requirements for DTS through the DoD Components; obtains approval and prioritization from the Defense Travel Advisory Panel (DTAP); coordinates the implementation schedule with PMO-DTS and conducts testing prior to implementation. The contractor shall support the following activities.
Perform analysis and develop case studies that support the implementation of DTMO strategic initiatives and facilitate executive briefings to Defense Travel stakeholder.
Provide input to draft responses for Government approval to the DoD customer base/travel community relating to common travel issues and concerns.
Support the Government’s development and execution of comprehensive communications plans in support of DTMO program and strategic initiatives. Assist in stakeholder analysis (DTMO Stakeholders can be classified in three categories: customers, industry/government partners, and governance groups), prepare communication themes, and identify appropriate vehicles of communication. Provide input for key messages and track results to determine the effectiveness of the Government’s communications strategy.
Support the Government’s development of proactive, targeted, and quality assured communications products and support DTMO’s efforts to gain buy-in and support for strategic initiatives and programs.
Provide quality assurance reviews on communication products to ensure accuracy consistency in messaging, credibility, and quality control.
Support the Government’s development and execution of an effective stakeholder engagement strategy that supports constructive relationships with government and industry stakeholders.
Analyze Government provided customer and stakeholder feedback to further develop and refine communication techniques to enhance probability to add value and garner stakeholder buy-in.
Support the planning and execution of stakeholder engagement events such as conferences, meetings, and conventions, that enable the exchange of ideas between government and industry for a more effective travel enterprise.
Support the Government’s initiative to integrate a digital presence into DTMO’s overall business, communications, and customer engagement strategy.
Support the management of DTMO website content and design applying the U.S. Web Design System.
Support the Government’s development and execution of an effective social media strategy to promote DTMO strategic initiatives, programs, and stakeholder engagement.
Support the Government’s development and execution of Standard Operating Procedures (SOP) for the day-to-day operations of DTMO social media that enables the posting of approved communications with unity of voice, timeliness, and accuracy while maintaining security and privacy to strengthen stakeholder engagement and organizational integrity.
Provide analysis of travel card data and make recommendations for program efficiencies or improvements.
Provide customer support and assistance to Component Program Managers and, in their absence when necessary to their Agency Program Coordinators.
Review and assist Agency Program Coordinators with the resolution of issues and concerns with Individually Billed Accounts (IBAs) Centrally Billed Accounts (CBAs) and alternate card products and services.
Aid with the DTS CBA Reconciliation Module.
Assist internal DTMO stakeholders with drafting, coordinating, reviewing, and updating training materials with the DoD travel card vendor, Services/Agencies (SAs) and General Services Administration (GSA).
Assist in the preparation and development of DoD briefings for the annual GSA Smart Pay Training Forum and other program briefings and presentations.
Qualified Candidates must possess:
Expert skills at dealing with complex situations and analyzing complex data and information systems.
Qualifications:
Must be a citizen of the United States
Bachelor’s degree in a relevant field
Familiarity and Understanding of DoD Travel systems and regulations
Security - complete and submit a tier 3 (IT-II)
Must obtain/maintain a favorable FBI National Criminal History Check (fingerprint check).
