Major responsibilities include (not all inclusive):
Participate in DTS functional Requirements Analysis & Management and operational sustainment activities. As the functional business owner of DTS, DTMO oversees and facilitates the change management process for DTS functional requirements in coordination with the Program Management Office (PMO)-DTS at DMDC. DTMO determines any necessary enhancements to DTS; reviews and provides concurrence on system level requirements and design; coordinates consensus on new requirements for DTS through the DoD Components; obtains approval and prioritization from the Defense Travel Advisory Panel (DTAP); coordinates the implementation schedule with PMO-DTS and conducts testing prior to implementation. The contractor shall support the following activities.
The Program Manager provides daily supervision and management to the DHRA DTMO team of contractors and is IGH’s primary conduit for information flow to and from Team members and the COR for the contract.
Assists with recruiting and identifying highly quality candidates, trains new hires, trains incumbents on new systems, procedures and processes, collect data for reporting program progress and metrics for individuals and the program.
Accomplishes Human Resource (HR) objectives by recruiting, selecting, orienting, training, assigning, scheduling, coaching, counseling, and disciplining employees for the contractor team members working on the DHRA DTMO contract.
Communicates job expectations, planning, monitoring, appraising, and reviewing job contributions. Plans and reviews compensation actions while enforcing policies and procedures.
Achieves operational objectives by contributing information and recommendations to strategic plans and reviews. Prepares and completes action plans. Implements and monitors production, productivity, quality, and customer-service standards by resolving problems, completing audits, identifying trends and determining system improvements while ensuring that the standards are met by all employees.
Meets financial objectives by forecasting requirements. Prepares an annual budget by scheduling expenditures, analyzing variances and initiating corrective actions as required by the customer or IGH leadership.
Updates job knowledge by participating in educational opportunities, reading professional publications, maintaining personal networks and participating in professional organizations.
Reviews, evaluates, and enhances all contract deliverable to the customer produced by each member of the DHRA DTMO team of contractors.
Enhances the department and organizational reputation by accepting ownership for accomplishing new and different requests and explores opportunities to add value to job accomplishment.
Establish and maintain a pipeline of target opportunities to ensure continued growth of the company.
Conduct ongoing and routine outreach to existing and potential clients. Identify, escalate, and resolve issues affecting successful project performance. Establishes and maintains a close working relationship with subcontractors and prime contractor partners.
Contributes to the overall corporate strategy development in the areas of Program Management and Business Development.
Coordinates Security Clearances for DHRAA DTMO contractor team members with the Trusted Agent, ensures information is transferred into Defense Enrollment Eligibility Reporting System (DEERS). Coordinates issuance of Common Access Cards in a timely manner.
Execute on-boarding tasks within the DHRA including coordination with the Defense Counterintelligence and Security Agency (DCSA) Trusted Agent for TASS Activities.
Coordinate with Defense Counterintelligence and Security Agency (DCSA) to conduct background checks and issuance of Common Access Cards.
Monitor attendance and performance of members of the DHRA DTMO team members. Approve Time sheets daily.
Conduct counseling of members of the DHRA DTMO Contractor Team while documenting and making necessary corrective actions.
Administer Personal Time Off in accordance with the IGH Employee Handbook and ensure accurate reporting of same into prescribed on-line systems.
Manage travel required to support the mission of the DHRA DTMO Contractor Team, review, approve and submit Requests for Reimbursement in a Timely manner.
Be knowledgeable of able to perform all tasks required of DHRA DTMO Team members.
Qualified Candidates must possess:
Expert skills at dealing with complex situations and analyzing complex data and information systems.
Qualifications:
Must be a citizen of the United States
Bachelor’s degree in a relevant field
Familiarity and Understanding of DoD Travel systems and regulations
Security - complete and submit a tier 3 (IT-II)
Must obtain/maintain a favorable FBI National Criminal History Check (fingerprint check).
