General Definition of Work

Performs complex professional and administrative work designing, implementing and directing a comprehensive range of behavioral health services for individuals with Intellectual / Developmental Disabilities residing through the region (7 localities). Provides leadership for and direct the output of multi-disciplinary employees and programs (community-based crisis, residential group home and crisis stabilization, medical services, behavioral services, and administrative staff. Responsible for setting goals and developing objectives, planning, program development, contracting, budgeting, team building, and monitoring of all activities program wide. Hires, orients, supervises and evaluates staff. Interfaces with community services boards, associations, advocacy groups, public and private entities, etc., to influence policy development / implementation, marketing for the program and managing customer relations. Monitor Medicaid revenue in relationship to annual targets set for purposes of meeting budget goals. Draft and monitor budgets under the oversight of Chief Operating Officer; identify/develop revenue sources, maximizing billing through service delivery. Ensure high quality of service delivery in compliance with regulatory standards, reimbursement requirements, clinical and programmatic best practices / standards. Lead new initiatives as needed and supported, and in collaboration with regional partners and interagency departments. Utilize service data / outcomes in collaboration with Quality team and use the information to help set strategic goals / direction, focusing on quality improvement.

Essential Functions

Provides leadership to staff in achieving the agency mission and instills commitment to principles of community-based behavioral health services.

Provides direction to staff who provide clinical and administrative supervision including collaborative planning / direction setting, task assignment and monitoring; provision of professional guidance; delegates authority to achieve group objectives as needed, educates, trains and counsels.

Develops draft for Program-specific operating budget and monitors ongoing expenditures; proposes modification to budget as required.

Develops program evaluation strategies, implements, monitors and analyzes outcomes.

Projects future program needs, and funding by analyzing current trends, identifying service gaps, data analysis, surveys and translates this information into long-range plans. Initiates creation of new positions and service development to meet identified gaps.

Performs varied routine and non-routine administrative activities i.e., general correspondence, reports, review records and reports, authorize expenditures, coverage for leadership positions, etc.

Provides policy input and guidance on issues of personnel, methods and standards of service delivery, ethical and professional performance. Participates in Senior Leadership Team, working cross-departmentally with other agency leaders.

Interprets and implements agency, local, state and federal policy and procedures relevant to service and program delivery conduct and the target populations.

Monitors, analyzes and evaluates internal and external policy and procedures based on professional knowledge, competence and areas of expertise.

Identifies and coordinates trainings for the community and within REACH system based on assessed needs and interests. Provides training to the community on topics within scope of practice / knowledge / expertise.

Maintains positive and productive working relationships with other professionals, agencies or businesses on behalf of or to promote a comprehensive service or program delivery.

Effectively addresses performance concerns within the program / team utilizing agency provided disciplinary and coaching tools and procedures. Understands human resource laws and regulations and operates in accordance with them consistently, reducing risk of harm to employee as well as the aaency.

Provide oversight of REACH crisis response services and systems 24/7/365. Participates in the REACH on call rotation for admins, including holiday, nights and weekends as part of the agreed up on rotation.

Performs related work as required.

 
Position Requirements

Knowledge, Skills and Abilities

Comprehensive knowledge of the principles and practices of community-based behavioral health. Considerable knowledge of the principles and practices of modern office management. Considerable knowledge of funding procedures, budget development, and fiscal management. Comprehensive skill in planning, administering, and coordinating service activities. Considerable skill in integrating services with other programs and establishing and maintaining effective working relationships with the public, governmental jurisdictions, public and private entities. Comprehensive managerial and administrative skills. Comprehensive skill in analyzing policies and procedures for formulating and implementing solutions. Considerable skill in oral and written communication. Demonstrated expertise in managing a large and complex healthcare / behavioral health system.

 

Education and Experience

Master's degree in social work, psychology, professional counseling, or related field and extensive experience working with individuals diagnosed with a behavioral health or development disability, or equivalent combination of education and experience. Extensive experience in behavioral health setting including four (4) years in an administrative, management, or supervisory capacity.

Licensure in respective field is preferred

Special Requirements

Valid driver’s license in the Commonwealth of Virginia.

Current license in the Commonwealth of Virginia as an LPC, LCSW or LMFT.

Starting Salary Range $100,776.65, negotiable depending on qualifications
