This position will focus on consumer protection. Primary job duties include educating and inspecting restaurants, childcare centers, schools, and other retail food establishments to ensure compliance with state regulations and the safety of the community's health.

Hiring pay range:

Environmental Health Specialist I: $49,566.40 - $61,963.20

Environmental Health Specialist II: $55,244.80 - $69,056.00

Full pay range:

Environmental Health Specialist I: $49,566.40 - $74,360.00

Environmental Health Specialist II: $55,244.80 - $82,867.20

DISTINGUISHING CHARACTERISTICS:

  • Environmental Health Specialist I: This is the entry-level position in the environmental health classification series. This position is responsible for performing the more routine tasks and duties assigned. Assignments are generally limited in scope and are performed within a procedural framework.
  • Environmental Health Specialist II: This is the fully competent level classification in this series. Incumbents independently perform the full range of environmental health services for one or more programs.

GENERAL PURPOSE OF JOB:

Conducts a wide range of technical environmental health functions related to oil and gas development, air quality, water quality, hazardous materials and waste management, land use, onsite wastewater, consumer protection (childcare, retail food, and schools), epidemiology (foodborne, waterborne and vector borne diseases), and emergency preparedness and response. Participates as part of an environmental health team.

ESSENTIAL JOB FUNCTIONS:

Environmental Health Specialist I:

  • Under close supervision, with an appropriate level of training, conducts a wide range of technical environmental health work related to oil and gas development, air quality, water quality, onsite wastewater, hazardous materials and waste management, land use, consumer protection, epidemiology, public health nuisances, and emergency preparedness.
  • Conduct inspections and investigates the sanitary conditions for compliance for facilities and operations, such as: retail food establishments, grocery stores, temporary retail food establishments, childcare and school facilities, waste tire facilities, on-site wastewater treatment systems, air pollution emission sources, etc. The following activities may be conducted within the inspection program:
    • Enforce State and Garfield County laws and regulations and initiate appropriate legal action under the direction of the supervisor.
    • Investigate complaints and determine validity. Conduct investigation in conjunction with local, State and Federal agencies. Assist in the investigation of communicable disease outbreaks.
    • Perform field sample collection, including but not limited to, water quality, wastewater discharges, air quality, potential food-borne illness, etc. Utilize technical equipment in the course of routine inspections.
    • Write summary reports and appropriate correspondence.
  • Complete assigned work and duties in a timely and professional manner. Employs appropriate guidelines or regulations. Majority of workload fits within normal bounds. Supervisor/senior staff more regularly involved in decision making.
  • Efficiently use of County resources and work to implement changes that increases efficiencies within the department.
  • Understand and work to ensure that County, department and division mission statements, visions, goals are met.
  • Prepares and conducts environmental health education programs aimed at effectively presenting technical and scientific information to the public.
  • Interacts with federal, state, and local government agencies, private industry, and other organizations to assist in coordinating environmental health activities.
  • Collaborates with other department personnel to assure consistent application of regulations and department policies.
  • May review blueprints, floor plans, and facility plans for compliance with applicable regulations.
  • Maintain sensitive and confidential records information. Follow the Garfield County Code of Conduct and adhere to strict confidentiality guidelines, including HIPAA, and the appropriate non-disclosure and/or release of information.

Environmental Health Specialist II:

  • Under minimal supervision, performs all essential functions of the Environmental Health Specialist I.
  • Under minimal supervision, conducts a wide range of technical environmental health inspections and investigations related to oil and gas development, air quality, water quality, onsite wastewater, hazardous materials and waste management, land use, consumer protection, epidemiology, public health nuisances, and emergency preparedness.
  • Demonstrated proficiency in one or more of the Division's programs. Displays a high level of initiative, effort, and adaptability. Commitment towards completing assigned work and duties in a timely and professional manner. Works with minimal supervision. Demonstrates responsible behavior and attention to detail.
  • Assists with the development of departmental policies and regulations.
  • Is available as a resource to train and assist other employees on a regular basis.
  • Collect, create, and analyze data concerning environmental health-related issues.
  • Participates in and prepares materials for public hearings and meetings involving departmental actions.
  • In the absence of higher-level staff, may respond to inquiries from the news media and public, providing information about issues and individual cases as appropriate and in accordance with applicable open records laws and Garfield County policies.
  • Participates on various committees that are involved with environmental health issues significant to Garfield County.
  • Demonstrates responsible behavior and attention to detail. Individual displays flexibility and functions as a resource to other Division staff.

Position Requirements

MINIMUM QUALIFICATIONS:

(Any combination of experience and education that would likely provide the required knowledge, skills and abilities as determined by Garfield County may be substituted for the following requirements.)

  • Education:
    • Environmental Health Specialist I: Bachelor’s degree in environmental health, public health, or a related field of study (30 credits of science related curriculum). OR Associate degree and one year of the appropriate type and level of experience may be substituted for each required year of post high school education.
    • Environmental Health Specialist II: Bachelor’s degree in environmental health, public health, or a related field of study.
  • Experience:
    • Environmental Health Specialist I: No experience required.
    • Environmental Health Specialist II: Two years of environmental health related experience.
  • Licenses & Certifications: Valid driver’s license. Registered Environmental Health Specialist, Certified Professional – Food Safety, or other professional credential preferred for level II.

REQUIRED PHYSICAL ACTIVITIES:

  • Mobility: Must possess the ability to move between diverse environments, including field locations, community sites, and office settings, to conduct inspections and assessments.
  • Lifting and Carrying: Should be capable of lifting and carrying equipment, samples, and supplies weighing up to 45 pounds, as needed for field investigations and data collection.
  • Bending and Stooping: Able to bend, stoop, and kneel when conducting inspections, sampling, or assessing environmental conditions in various settings.
  • Grasping and Manipulating: Proficient in handling sampling equipment, measurement devices, and other tools used for environmental assessments with precision and accuracy.
  • Physical Contact: Be prepared for physical contact with environmental surfaces and samples during fieldwork, ensuring adherence to safety protocols and procedures.
  • Visual Acuity: Adequate vision for observing environmental conditions, reading instruments, and documenting findings accurately.
  • Hearing: Hearing and auditory perception to communicate effectively with colleagues, community members, and stakeholders during field investigations and meetings.
  • Walking and Standing: Able to walk and stand for extended periods during field inspections, site assessments, and community outreach activities.
  • Sitting: Ability to sit during office-based tasks, such as data analysis, report writing, and communication with team members and regulatory agencies.
  • Fine Motor Skills: Display precise fine motor skills when handling paperwork, entering data into computer systems, and preparing reports and presentations.

WORK ENVIRONMENT:

The employee is exposed to outdoor rural and urban environments. Fieldwork entails inspections, sample collection, and exposure to hazards like chemicals and outdoor elements.

WORK HOURS

  • Regular Full-Time position, 40 hours per week.
  • Hours are typically 8:00am to 5:00pm Monday through Friday.
  • There may be times when an employee may need to work outside the established work week, such as after hours or on the weekend.

REQUIRED TRAVEL:

The employee will frequently be required to travel within the County and may at times require travel outside of County and overnight.

TECHNOLOGY AND EQUIPMENT:

Computer and relevant software applications, spreadsheets, calendars, and word processing. Will also work with calculators, telephone systems, and mobile phones. Will frequently work with environmental health equipment such water testing equipment, microscopes, photo spectrometers, and other related equipment.
