JOB OBJECTIVES: Under the administration of the Director, incumbent is responsible for the inspection of building projects encompassing new construction, alteration or repair work, and ensure that National Electric Code requirements are met for all residential and commercial construction within Portage County through careful and thorough examination of all phases of construction and code related items.
ESSENTIAL JOB FUNCTIONS:
- Conduct required inspections on residential and commercial construction sites to ensure conformance to all ordinances and codes.
- Inspect all phases of the electric components of construction.
- Answer code questions for contractors, homeowners and other inspectors.
- Inspect job sites to ensure that proper permits have been obtained.
- Gather field information related to problems with projects, and conveys those both verbally and in writing to the Supervisor, for discussion, decision and disposition.
- Perform related duties as required.
NON-ESSENTIAL JOB FUNCTIONS:
- Performs other related job functions as required by the Supervisor.
I. JOB REQUIREMENTS
Equipment: Incumbent operates the following equipment: pick-up truck, calculator, line voltage and GFI testing equipment and various hand tools.
Critical Skills/Expertise:
- Ability to communicate effectively both orally and in writing.
- Knowledge of electrical systems, devices and manufacturers specifications as well as the general construction process.
- Complete knowledge of National Electric Code as it applies to the Residential Code of Ohio, the Ohio Building Code, the Ohio Mechanical Code, the Ohio Plumbing Code and the National Fire Protection Association Codes.
- Knowledge to apply the Code in field construction.
- Ability to identify problems, review related information to develop and evaluate options, form conclusions, make appropriate recommendations and implement solutions.
- A basic knowledge of the Ohio Revised Code and how it applies to the aforementioned Codes.
- Strong organization skills with ability to efficiently plan daily inspection schedules and work effectively with minimal supervision in field.
Job Standards: A High School diploma or G.E.D. Must possess a current certificate of competency in the form of an Electrical Safety Inspector Certificate issued by the Ohio Board of Building Standards, and five (5) years experience as a skilled electrical tradesman or equivalent Ohio Board of Building Standards experience with a certified building department is required. Must possess a valid Ohio driver’s license and maintain continuing eligibility under the existing County driver eligibility standards.
- DIFFICULTY OF WORK
Work consists of varied, moderately complex, non-standardized tasks requiring the knowledge of established policies, rules, procedures, and laws, by applying approved plans and Code standards to actual site construction. Incumbent must make decisions in the field as to electrical installation problems, and non-conformance situations to the Code and/or approved drawings and develop first-hand solutions to share with the applicant and the Supervisor.
- RESPONSIBILITY
The incumbent typically works alone as the majority of the work is in the field at various construction sites; therefore it is required that the incumbent be a self-starter and able to manage time, to complete the inspections as assigned each day. The incumbent is assigned a County vehicle to perform the work as assigned. It is therefore the employee’s responsibility to maintain the County vehicle as defined within the Portage County Commissioners’ Personnel Policy Manual. Supervisor provides detailed and technical instructions when needed and may conduct random field audits to review work. Incumbent regularly makes independent decisions. Errors in work may cause delays in work or losses in expenditures for materials and/or equipment or unjustified work time.
- PERSONAL RELATIONSHIPS
Incumbent has contact with co-workers, other employees of the County, public sector employees, and the general public. The purpose of these contacts is to communicate with and provide detailed inspections and related information, and to do so in a professional manner.
V. PHYSICAL EFFORT AND WORK ENVIRONMENT
Physical Requirements: Incumbent performs work which may require lifting up to fifty (50) pounds occasionally. Primary work environment is out of doors; therefore, dealing with inclement weather and job site conditions is required.
Physical Activity: Incumbent performs the following physical activities: climbing, balancing, stooping, kneeling, crouching, reaching, walking, fingering, grasping, talking, hearing, and repetitive motions.
Visual Activity: Incumbent performs work where the seeing job is close to the eyes. Incumbent must be able to see well enough to drive a motor vehicle.
Job Location: Incumbent works both inside and outside and is exposed to temperatures ranging from below 32 degrees to above 100 degrees for periods of more than one hour.
