SUPERVISION:

Non-Supervisory.

DISTINGUISHING CHARACTERISTICS:

  • Caseworker B: Under minimal supervision, performs all essential functions. Assumes responsibility for more complex cases. May assist in training Caseworker A.

 

GENERAL PURPOSE OF JOB:

Provides professional kinship and foster home assessment and support services in open child welfare cases and assessments. Provide a variety of routine and complex professional social work duties including areas such as child abuse and neglect, and youth in conflict.

ESSENTIAL JOB FUNCTIONS:

Kinship Coordinator Casework (70%):

  • Conducts Home Studies utilizing the SAFE model.
  • Acts as ICPC liaison. Send outgoing home study requests and conduct incoming home study requests.
  • Consults with supervisor during the Home Study and presents Home Study results to clinical assessment team. Coordinates with supervisor on critical decisions.
  • Provides placement provider support throughout the duration of the case.
  • Involved in recruitment and retention efforts for foster homes.
  • Acts as a liaison between kinship homes and the Department of Human Services.
  • Involved in a kinship support group.
  • Coordinates trainings with families/stakeholders within timeframes.
  • Participate in professional associated kinship and foster care meetings.
  • Maintain Caseworker certification.
  • Provides detailed, accurate and timely documentation in statewide client information system (TRAILS).

Regular Casework (15%):

  • Post Termination of Parental Rights, when applicable, carry the permanency case and perform casework through appeals and completion.
  • Performs needs assessment with families, children, and youth.
  • Establishes goals. Develops and implements a written plan for services with objectives, action steps to achieve the objectives, and measurable outcomes.
  • Collaborates with family and professionals involved in the case.
  • Provides detailed, accurate and timely documentation in statewide client information system (TRAILS).
  • Monitors progress according to plan objectives.
  • Sets up medical or psychological/psychiatric assessments as needed.
  • Follows applicable State Rule & Regulation, County and Department policies and procedures.
  • Participates in professional meetings throughout the duration of the case.
  • Determines what services and interventions will assure the safety in the home.
  • Coordinates with supervisor on critical decisions.
  • Participate in RED Team meetings.

Other duties as assigned.

NON-ESSENTIAL JOB FUNCTIONS:

Regular and Kinship Coordinator Casework (15%):

  • Coordinate kinship support group activities including setting up and facilitating meetings on a quarterly basis and inviting families to participate.
  • Assist with purchasing of hard goods for families.
  • Conduct courtesy home visits for other counties as needed/requested.
  • Transports clients as necessary or required.
  • Take additional cases outside of foster and kinship cases when volume in Intake exceeds capacity.
  • Responds to after-hours crisis calls as required, including the on-call scheduling rotation.

Position Requirements

MINIMUM QUALIFICATIONS:

(Any combination of experience and education that would likely provide the required knowledge, skills and abilities as determined by Garfield County may be substituted for the following requirements.)

  • Education: Bachelor’s degree in human services, or a related field. Master’s degree in social work, human services, or a related field, may be substituted for one year of experience.
  • Experience: Four years of experience in human services or a similar field with a focus on mental health. Bilingual skills in English and Spanish is preferred.
  • Licenses & Certifications: Valid driver’s license. Colorado Child Welfare Case Worker Certification or the ability to acquire such a certification. SAFE Certification preferred.

REQUIRED PHYSICAL ACTIVITIES:

  • Sitting: The primary task involves sitting at a desk, computer, or workstation for extended periods, performing administrative tasks and using computer equipment.
  • Lifting and Carrying: Occasional lifting and carrying of lightweight office supplies, documents, or small packages may be required, typically not exceeding 10 pounds.
  • Bending and Reaching: May involve occasional bending or reaching to access office equipment, files, or supplies within standard office settings.
  • Grasping and Typing: Proficiency in using a keyboard, mouse, and office equipment, demonstrating fine motor skills for typing, clicking, and manipulating documents.
  • Visual Acuity: Clear vision for reading printed and on-screen materials, including text, graphics, and data, and for viewing computer monitors for extended periods.
  • Hearing: Adequate hearing to engage in conversations, respond to telephone calls, and interact with colleagues in a typical office environment.
  • Walking/Mobility: Occasional short walks, or mobility, within the office premises may be necessary to attend meetings, access common areas, or collaborate with colleagues.
  • Stamina: Maintain the ability to maintain focus, productivity, and attention to detail while working at a desk for standard office hours.

WORK ENVIRONMENT:

The employee occasionally may be exposed to hazardous situations, which may involve physically violent persons, interviewing mentally or emotionally disturbed persons or bodily injury from biohazards, infections or blood-borne pathogens.

The employee is required to being in family homes and foster homes.

The noise level in the work environment is usually moderately loud, with frequent interruptions and multiple demands.

Extended periods of sitting are required in a standard office environment.

WORK HOURS:

Regular Full-Time position, 40 hours per week. Expected work hours are 8am to 5pm Monday through Friday. Before and after-hours commitments are expected. Expected On call duties are a combination of 5pm to 8am weekdays and 24-hour weekend shifts approximately 8 days per month.

 

REQUIRED TRAVEL:

The employee is regularly required to travel within the County.

TECHNOLOGY AND EQUIPMENT:

Computer and relevant software applications, spreadsheets, calendars, and word processing. Will also work with calculators, telephone systems, and mobile phones.
