Program Manager II-HOPE *SIGN-ON BONUS ELIGIBLE* 

Description

The Richmond Behavioral Health Authority has a full-time position available for a Program Manager II at our HOPE Program to manage Co-Occurring residential substance use disorder treatment programs. The facilities are located on a campus in the Highland Park area of Richmond, VA.

Essential Functions

  • Supervises clinical and case management activities; ensures health, safety and welfare of clients; plans, organizes, directs and supervises assigned staff.
  • Sets program priorities; monitors and evaluates service delivery in accordance with established guidelines and principles.
  • Participates in the development of overall program curriculum ensuring compliance with Federal, State and local regulatory guidelines; assists with development and enforcement of policies, procedures and program protocol/guidelines.
  • Assists in the recruitment and selection of program personnel; assigns, directs, trains and inspects the work of staff; disciplines, coaches, counsels and evaluates staff performance; recommends suspensions and termination; develops staff schedules and approves leave.
  • Assists in the development of revenue generating activities; develops and monitors program budget and expenditures; makes budget adjustments as required; prepares and reviews invoices and reimbursement requests.
  • Conducts meetings to discuss client/program/staff concerns or changes; consults with teams and committees in the planning and development of treatment and discharge plans; coordinates admissions and discharges of clients.
  • Monitors and audits clinical and medical records and practices for compliance with regulatory, reimbursement and agency standards; reviews documentation for accuracy.
  • Prepares and submits reports; monitors and reports outcome measures related to grant funded projects; maintains contracts and MOA’s with community partners.
  • Ensures crisis intervention and prevention services are provided to individuals and families as needed; develops crisis response plans; provides consultation and education to staff and clients.
  • Consults and coordinates treatment with other service providers, managed care systems and client support system.
  • Conducts community outreach presentations to local community partners and other service providers.
  • Oversees the maintenance of program facilities, equipment and vehicles; orders and maintains program supplies.
  • Identifies and coordinates training of staff and support needs of community partners.
  • Reviews, tracks and analyzes reports; prepares and submits reports.
  • Manages program budgets; reviews accuracy of program and contract billing; reviews service activity logs; submits payroll/time sheets to Finance.
  • Prepares and distributes correspondence to staff to improve communication and shares important announcements, deadlines, changes, etc.
  • Serves on a variety of committees as directed; attends and participates in a variety of meetings.
  • Attends professional conferences and trainings as required.
 
Position Requirements

Knowledge, Skills and Abilities

Comprehensive community-based behavioral health principles and psychotherapeutic assessment and treatment techniques; thorough knowledge of the theories and techniques of counseling, psychotherapy and crisis intervention; thorough knowledge of community resources and human services network; thorough knowledge of the principles and practices of clinical supervision; general knowledge of managed care systems; skill in maintaining medical records requirements and professional documentation; ability to supervise the work of others; ability to solve problems within scope of responsibility; ability to communicate effectively orally and in writing; ability to prepare and present reports and program recommendations; ability to establish and maintain effective working relationships with clients, subordinates, associates, law enforcement, medical personnel, community partners and the general public

Education and Experience

  • Master’s degree in a human service field required.
  • Supervisory experience required.
  • Experience supervising staff in a residential behavioral health setting preferred.
  • Substantial training and experience specific to providing services to individuals with co-occurring mental health and substance use disorders preferred
  • LCSW, LPC, LSATP, LMFT, LCP Required
  • CSAC, CADC, or CCS preferred
  • Valid driver’s license in the Commonwealth of Virginia.

Starting Salary Range $82,909.20
