In this role, the VP leads OFN’s Program Evaluation and Impact Measurement and Management team, reporting to the Senior Vice President, Research. The VP is responsible for contributing to OFN’s efforts to build organizational and programmatic theories of change; leading impact measurement and management processes and data collections; leading and conducting internal program evaluations; selecting and managing external evaluation partners; providing thought leadership in the CDFI industry around impact measurement and management and program evaluation; supervising and developing research staff; and contributing to the execution of OFN’s research agenda and projects. This position is based in Washington, D.C. All staff currently work a hybrid schedule.

Core Responsibilities:

  • Lead the Program Evaluation and Impact Measurement and Management team within OFN’s Research department.
  • Contribute to OFN’s efforts to build organizational and programmatic theories of change that define how the organization’s activities and outputs produce change in the CDFI industry and among OFN members and the communities they serve.
  • Lead and oversee impact measurement and management processes and data collections in collaboration with other OFN staff.
  • Collect, compile, and analyze data to track progress against organizational and programmatic outputs and outcomes.
  • Design, lead, and conduct internal evaluations of OFN programs and activities and produce evaluation reports to present findings; these evaluations may comprise impact studies (typically quasi-experimental design), outcome studies, and implementation studies.
  • Solicit for, select, and manage external evaluation consultants and contractors for larger OFN programs, activities, and initiatives; ensure that evaluation consultants and contractors deliver high quality and highly useful evaluation reports.
  • Provide leadership in the CDFI industry around impact measurement and management and program evaluation by leading the Research and IMM Peer Learning Community, presenting at events and conferences, building and enhancing partnerships with CDFI research-practitioners, and publishing original research.
  • Develop staff skills in program evaluation and impact measurement and management.
  • Contribute to the execution of OFN’s research agenda and projects.
  • Perform other activities as requested by the Senior Vice President, Research.
 
Position Requirements
  • Bachelor’s degree or 5-7 years of work experience in lieu of a degree; master’s
  • degree a plus.
  • 3-7 years direct experience designing and conducting program evaluations and producing evaluation reports and other evaluation deliverables; experience conducting evaluations for federal government agencies is preferred.
  • 3-7 years professional experience collecting, analyzing, and interpreting qualitative and quantitative data.
  • 3+ years of demonstrated experience in project management and managing staff.
  • Advanced experience in program evaluation design and methodology, including impact, outcome, and implementation studies.
  • Advanced experience with quantitative data analysis software (e.g., Excel, R, Stata) and qualitative data analysis software (e.g., NVivo) is strongly preferred.
  • Demonstrated experience in community development finance, climate justice, small business finance, or affordable housing is highly beneficial.
  • Demonstrated strong writing and analytical experience required.
  • Ability to think strategically, creatively, and tactically to analyze results and serve as an adaptable problem-solver.
  • Digital literacy with Stata, Excel, and NVivo preferred.
  • Strong organizational skills, patience, and attention to detail required.
  • Superior interpersonal skills and ability to work well with diverse constituents is required.
  • Ability to work in a fast-paced environment and balance the demands of working on multiple tasks simultaneously independently and in a team environment.
  • Knowledge of and commitment to community development is highly beneficial.
  • Limited travel required <10%.
  • No extraordinary physical requirements beyond ability to travel.
  • Job involves normal physical requirements for an office position.
