Position Summary:

The Job Navigator supports individuals who have faced intimate partner violence (IPV) in creating stability and overcoming their employment barriers. Responsibilities include assessing job readiness, skills, and interests, providing employment education, and bridging the connection between clients and available resources (employers, training programs, etc.). Participants in the Safe Homes Strong Communities program are all victims of intimate partner and sexual violence (IPSV) and have experienced complex traumatic events that shape how they interact with the people around them. As such, the applicant must have a firm understanding of trauma, the effects of trauma, and engaging traumatized people.

Standard Schedule:

Standard hours for this position are Monday through Friday 9:00 am and 5:00 pm. This position is based on-site at HRM’s Baltimore City Admin office. Frequent travel may occur up to 25% of the role. Flexibility to provide off-scheduled hours as needed to attend work activities.

Primary Responsibilities:

Support clients in identifying employment, workforce training, and skill development goals.  Assess participant barriers to employment, training, and goals. Assist participants in identifying support networks and increasing self-sufficiency skills.

Develop individualized service plans for workforce improvement with participants and service coordination staff, organizing team meetings as necessary.

Bridge connections between participants and supportive services, opportunities, and resources.

Maintain consistent communication with program partners to coordinate skill development, training, and job placement progress.

Conduct follow-up with participants post-placement to assess intervention effectiveness and maintain records.

Provide strength-based coaching for professional growth in areas such as employer interactions, interviewing, and career planning.

Guide participants in increasing self-sufficiency skills, safety, and problem-solving.

Organize professional development workshops, employment events, and training outreach with workforce partners.

Offer resume development assistance and educate clients on employer rights and responsibilities.

Advocate with employers to create safe employment plans for participants.

Collaborate with colleagues, partnering agencies, and local employers to maintain an updated database of trauma-informed supportive services, including workforce agencies, training programs, and job search sites.

Attend job fairs to gather resources and research local workforce and training services.

Promote program partner services and community initiatives to HRM staff.

Participate in Safe Homes Team meetings.

Participate in Safe Homes and Shelter Case Reviews.

Provide relief and back-up coverage during emergencies.

Assist in compiling necessary data for reporting.

Visit participants in community environments that have been determined to be safe, including job training sites and job fairs.

Authority:

Conduct offsite visits and represent the agency with service providers and employers.

Distributes participant financial stipends in accordance with budget and individual participant plan approved by the Safe Homes Manager.

Acts as primary point of contact for job training programs and employers.
