Policy & Programs Associate

We are seeking a highly motivated and detail-oriented Policy & Programs Associate to join our team. As a Policy & Programs Associate, you will be responsible for supporting and carrying out the work of NARFE's Policy and Programs Department, which leads the association's efforts to influence public policy, via direct lobbying, coordination of grassroots advocacy, policy development, and political affairs; provides educational content related to federal retirement and health benefits; and which manages the association's events (national training conferences and organizational meetings).

Job Responsibilities:

Political Affairs

  • Serve as a NARFE point of contact for incoming fundraising calls. Maintain records of incoming solicitations from congressional candidates. Coordinate attendance by NARFE representatives at congressional fundraisers.
  • Consult with state-level NARFE-PAC coordinators to obtain recommendations for/against providing PAC contributions.
  • Coordinate additional administrative functions for NARFE's political action committee, e.g.:
  • Prepare reports of proposed disbursements from NARFE-PAC for PAC Board approval.
  • Develop reports of PAC disbursements and aggregate contributions from members (by chapter, state, region) for internal and external use.
  • Responsible for the distribution of NARFE-PAC materials including brochures, pins, etc.
  • Complete and submit LD-203 Contribution Reports for the Association.
  • Assist in development of content for and implementation of direct mail and digital fundraising efforts.
  • Assist in development of educational materials regarding NARFE-PAC.

Grassroots Advocacy

  • Serve as primary point of contact between NARFEE members and NARFE's advocacy team.
  • Assist in developing grassroots training materials, including programming and content for the biennial Legislative Training conference.
  • Drafts action alerts and letters to encourage members to contact their lawmakers and provide persuasive messaging.
  • Maintain records of grassroots activities conducted by NARFE leaders.

Legislation/Policy

  • Maintains knowledge of NARFE advocacy operations and positions on key legislative issues, to inform members.
  • Drafts articles on legislative and policy developments affecting the association's members.
  • Prepares issue briefs and fact sheets for use in lobbying and grassroots advocacy.
  • Assists association members with general legislative and grassroots inquiries and with requests for material and information.

Programs/Events

  • Serves as alternative point of contact for NARFE's Federal Benefits Institute, as needed.
  • Assists in development and production of educational materials regarding federal benefits.
  • Assists in execution of NARFE's annual conferences, as needed.

 
Position Requirements

Qualifications:

  • Bachelor’s degree in Public Policy, Political Science, International Relations, or a related field.
  • 1-3 years of experience in policy analysis, program management, or related fields.
  • Strong research and analytical skills.
  • Excellent written and verbal communication skills.
  • Ability to work independently and collaboratively in a fast-paced environment.
  • Proficiency in Microsoft Office and other relevant software applications.
  • Knowledge of social, economic, and political issues affecting the organization’s mission.

Travel is required up to 10% of the time.

Work Environment: NARFE HQ is currently working in a structured hybrid environment. The NARFE headquarters office is conveniently located near the Braddock Road metro station in Old Town Alexandria. Salary Range: The starting rate is $55,000 - $65,000 annually. The final candidate's relevant experience/skills will be considered before an offer is extended. Actual starting pay will vary based on non-discriminatory factors including, but not limited to, experience, skills, specialty, and education.
