NATURE OF WORK

Under general supervision of the IT Director, the Town GIS Analyst is responsible for managing and leveraging the Town's Geographic Information System (GIS) resources to create GIS data, products, and application solutions. This role will be responsible for the overall vision, design, management, and leadership of the Town's GIS program. This includes collecting and handling data, providing mapping services, performing technical research and analysis, and coordinating GIS activities across various Town departments.

 

EXAMPLES OF ESSENTIAL JOB FUNCTIONS

 

Provide vision and direction for the Town's GIS program, promoting GIS effectively as an enterprise solution.
 

Manage and maintain the Town's authoritative GIS database(s) and associated GIS data, ensuring data security, accuracy, integrity, and consistency.

Act as a subject matter expert and cross-functional leader in GIS, collaborating with and supporting other Town staff and administrators on all GIS initiatives.

Maintain proficiency in ESRI ArcGIS solutions, encompassing ArcGIS Desktop, ArcGIS Pro, ArcGIS Enterprise, ArcGIS Mobile, and ArcGIS Online, including ESRI associated tools and products.
 

Design and edit GIS data for numerous projects, ensuring data integrity, accuracy, and security.
 

Utilize GIS software to generate maps, geodatabases, graphics, displays, tables, and reports, meeting specific project requirements.
 

Develop and sustain mapping applications, web maps, and similar GIS tools and resources to meet the evolving needs of the Town.
 

Provide comprehensive support to all Town departments in GIS data integration and analysis, offering specialized user service and user training as needed.

Manage and prioritize GIS-related projects and budgets, and acting as a liaison between the Town and GIS vendors.
 

Stay up-to-date on the latest GIS technology by reading journals, attending conferences, participating in workshops, and taking advantage of all available educational resources.
 

Perform other GIS related duties as assigned.

 
Position Requirements

REQUIREMENTS OF WORK

 

Bachelor’s degree in geographic information systems (GIS), geography, civil engineering, computer science, or a related field, and five (5) years of demonstrable experience working with ESRI ArcGIS software or Associates Degree and seven (7) years of demonstrable experience working with ESRI ArcGIS software. Other combinations of experience and education that meet the minimum requirements may be substituted.   GISP Certification preferred or must be able to obtain it within 1 year of starting position at the Town of South Windsor. 

Knowledge of:

GIS software, such as ArcGIS Desktop, ArcGIS Pro, ArcGIS Server and ArcGIS Portal, ArcGIS Online, and ArcGIS Field Maps.

Digitizing, analysis and data manipulation procedures.

GPS terminology and/or GNSS/GPS data collectors.

Good verbal and written communication skills.

Ability to:

Become familiar with industry specific terminology and symbology.

Read and interpret property descriptions and associated maps.

Communicate orally with customers, clients, and the public in face-to-face one-on-one settings or using a telephone.

Use graphic presentations such as blueprints, layouts or other visual aids.

Read and use zoning maps, quarter-section maps, plat maps, land use maps, single line maps, and aerial maps.

Work cooperatively with other Town employees.

Present facts clearly and accurately in graphic form.

Understand and carry out oral and written instructions in the English language.

Work safely without presenting a direct threat to self or others.

 

Additional Requirements:

 

Some positions require the use of personal or Town vehicles on Town business. Individuals must be physically capable of operating the vehicles safely, possess a valid driver's license and have an acceptable driving record.

Some positions will require the performance of other essential and marginal functions depending upon work location, assignment, or shift.

 

PHYSICAL DEMANDS

 

Travel across rough, uneven or rocky surfaces when conducting field inspections or performing survey work.

Enter data into a computer terminal, PC, or other keyboard device requiring continuous or repetitive arm-hand-eye movement.

Remain in a sitting position for extended periods of time.

Perceive color as defined by the Inter Society Color Council-National Bureau of Standards system.

Perform fine hand movements in the accurate use of drafting instruments.

 
Salary Information $72,000 - $82,000 DOE  
Full-Time/Part-Time Full-Time
