FORT SILL APACHE TRIBE ECONOMIC DEVELOPMENT AUTHORITY

Member of Board of Trustees Description

 

The following position is open with the Fort Sill Apache Economic Development Authority: Economic Development Authority (EDA) Board of Trustees Member (non FSAT member)

Currently open is the EDA Board of Trustees position for a person who is not a member of the FSA Tribe. Attends EDA Board meetings no less than once every month, helps plan, initiate and direct economic development initiatives, including but not limited to reviewing financials of all enterprises, government contracting review, gaming regulatory oversight issues, development agreements, real estate and capital projects, and convenience store operations. Must have computer skills for Word, Excel, Microsoft, Zoom and similar, and ability to review large amounts of information and documents. All applicants must be at least 25 years of age and be able to obtain a FSAT Gaming License, maintain high confidentiality and a professional demeanor.

 

Summary:

The Fort Sill Apache Economic Development Authority was created to establish, own, and operate financially self-sustaining and successful business enterprises within the jurisdiction of the Fort Sill Apache Tribe; to promote economic development for the Tribe by creating, developing, or enhancing employment and business opportunities for members of the Tribe; to attract outside funding in support of economic development of the Tribe, to expand the Tribe’s resource base and economic development potential through suitable investments in land, financial instruments and enterprises; and to provide revenues with which FSAT may address other pressing matters of public health, safety, and welfare. The EDA board is comprised of five Trustees responsible for its management, 3 of whom are tribal members, and 2 who are non-tribal members. Work can be generally characterized in such typical activities as developing a strong business network within the community; identifying business development needs and solutions; establishing, and helping achieve goals, strategies and objectives for the EDA.

Duties and Responsibilities:

Duties and responsibilities may include, and are not limited to, the following: review of operating budgets, capital budgets, staffing requirements, training requirements, expense and revenue projections and reinvestment and profit-sharing plans; accounting for corporate funds and coordination with applicable federal agencies, banks, financial institutions and financial advisors; review of budgets and budget requests; monitoring of funds and other resources; controlling expenditures for operational work plans within strategic plans; approving expenditures consistent with the EDA's annual operating budget; helping to manage all funds for the EDA, assisting with the development of programs to prepare Tribal members to fill managerial and non-managerial positions within EDA entities; attending and participating in all Trustee meetings; development planning, including exploring new business opportunities and development of business plans; providing leadership and ensuring that short and long-term goals are consistent with overall priorities, applicable laws and business needs.

Minimum Qualifications:

Trustees shall possess at least a bachelor's degree in business management, accounting, banking, finance, or law; or have a minimum of five (5) years of work experience in one or more of the following areas: business management, gaming, accounting, banking, finance, or law; or be among the Tribe's most qualified individuals not meeting the requirements listed previously. At a minimum, the selected candidate will be required to pass a background check and drug-screening test and obtain a gaming license.

Highly Preferred Qualifications:

Experience in urban/economic planning and development and experience with Tribal entities preferred, including experience in Indian Gaming; strong inter-personal skills, including cultural sensitivity and ability to interact with and understand tribal people and customs; team-oriented: able to monitor, communicate, develop and encourage positive team performance; sound judgment and decision-making; ability to understand and monitor financial statements and interpret results, including proformas, ability to travel independently as appropriate to the functions and responsibilities. It is desired that each of the Trustees selected shall serve a designated advisory role on the Board, with at least one Trustee having a background in finance and accounting, one having a background in regulatory matters, one having a background in government contracting, or other such roles as may be implemented by the Board.

Term of Office and Compensation.

The terms of office for Trustees shall be for five (5) years, or in the event of a vacancy, for the balance of the term becoming vacant. An outgoing Trustee may holdover until such time as the next Trustee is approved. A Trustee may be reappointed to serve successive terms.

Trustees may receive reimbursement for expenses, including traveling expenses, when incurred in the discharge of their duties, pursuant to policy and procedures.

Trustees shall receive reasonable compensation for their services at rates to be established by the Board of Trustees.

Appointment Process.

The Tribal Chairperson shall be responsible for the appointment of the Members of the Board of Trustees of the EDA. After consultation with the EDA Board of Trustees, the Tribal Chairperson shall place the confirmation of the appointment of the selection of Trustee on the agenda of the next regular or special meeting of the Business Committee. A resolution of the Business Committee signed by the Tribal Chairperson and attested by the Business Committee's Secretary as to the appointment or reappointment of any Trustee shall be conclusive evidence of the due and proper appointment of the Trustee. An outgoing Trustee may holdover until the position is filled.
