BVTI is seeking an experienced Contracting/Procurement Policy Expert to help our client in the Intelligence Community obtain mission critical products and services. This Expert will help lead and manage the facilitation, mentorship, and training of contracting and procurement policy professionals. They will also support a variety of activities and help to effectively communicate and manage the expected level of support across the contract. Acting as one of BVTI’s points of contact, you must maintain excellent client communication exhibiting excellent customer service and the ability to be able to manage changing requirements and priorities across the team.

Our Expert will have a strong appreciation for details and thoroughness along with the ability to thrive in a dynamic and multifaceted environment. They will leverage existing IC processes, enhanced by incorporating their personal contracting and procurement policy experience to build up an effective mentoring and training effort to help shape the next generation of Contract Specialists and Policy Analysts.

Our Expert will work with the CO and members of the contracting and procurement policy teams to prepare a proper, thorough, and timely response to all assigned deliverables.

 
Position Requirements

We are looking to identify candidates who possess a skillset made up of experience in line with the following key areas:

  • Strong communication skills with proven capability to provide written and oral presentations.
  • Expert knowledge of DoD contracting procedures.
  • Expert knowledge of Federal Acquisition Regulation (FAR) and DoD Federal Acquisition Regulation Supplement (DFARS).
  • Extensive operational experience in contracting for a variety of products and services using a wide range of contracting methodologies and types.
  • Proven experience and expertise in all facets of the acquisition process including sole source, competitive procurements, acquisition planning, agile acquisition policies and procedures, cost/price analysis and contract management/administration.
  • Significant experience in one or more of the following: major system acquisition, simplified acquisition, research and development, service contracting, Federal Supply Schedules, information technology acquisitions, OTAs and grants.
  • Proven ability to research, teach, mentor and foster lessons learned and good acquisition practices with stakeholders at all levels, ranging from senior level personnel to developing contracting specialists.
  • Proven ability to assist with strategic-level issues, agile acquisition policies and procedures, acquisition planning, formulating negotiation strategies, analyzing costs and price data, developing negotiation objectives and negotiating various contract types.
  • Proficient in Microsoft Office with a focus on Word, Excel, and PowerPoint.
  • Proficiency in Government Contract Writing Systems (e.g., PRISM, PD, etc.).

Strongly Desired Experience

  • Previous experience as a Contracting Officer holding an Unlimited Warrant is strongly desired by the customer and will be taken into consideration and weighed appropriately when extending an offer.

Required Education and Experience:

  • BA/BS, in business field, or with at least 24 business related credits.
  • Minimum of 10 years of hands-on contracting/procurement experience.
  • DAWIA Level III or FAC-C Level III certification in Contracting.
