Major responsibilities include (not all inclusive): Use government systems to monitor Unit, State, and National retention levels. Stay abreast of all retention incentives, initiatives, and programming available to ARNG Soldiers. Analyze factors that affect attrition and retention and develop strategies to mitigate attrition risk. Support Commanders and key leaders in prioritizing and placing command emphasis on retention through policy, guidance, SOP, and organizational support. Maximize awareness of key retention performance metrics through professional and strategic communication to stakeholders nationwide and regionally. Facilitate and support standardized Unit evaluations to gauge the level of retention activities and efficacy of retention programming, which will include reviewing and analyzing retention data and conducting discovery interviews with stakeholders. Develop improvement and training plans to continuously enhance retention programs at Unit, State, and regional levels. Support Unit Sponsorship programs to enhance the experience of transitioning Soldiers to new Units and maximize retention. Support enhancement of the Soldier Retention Counseling efficacy throughout the Soldier lifecycle (Orientation, Career Development, Family, Employer, Extension, ETS). Proficiently utilize Retention Management Software (RMS) to track, monitor, report, mitigate, improve accuracy, and maximize capabilities to support the overall retention objectives and priorities such as AWOL recovery, Sponsorship, Counseling, Extension, and Transfers. Develop visualized retention dashboards and common operating pictures for leaders and stakeholders at Unit, State, and Region levels using RSM metrics and analysis, in conjunction with the Senior Program Data Analyst. Proficient in all reporting and metrics, including Reenlistment performance, attrition/loss rates, first-term attrition rates, 90-day retention alerts, losses by reason analysis, retention eligible reports, reenlistment success rates, and associated analysis to identify trends and most impactful factors and recommend improvements/training. Supports ongoing (3-year cycle) Retention Accreditation Programming at Unit levels to ensure effective standardized programming compliant with regulations, memorandums, and strategic guidance intended to maximize retention rates in conjunction with the Army Operations Process. Advises RSP Clerks at RSO units throughout the Region on Retention programming and topics to ensure awareness and understanding. Qualifications: Possess or ability to obtain a favorable Tier 1 Background Investigation. Bachelor’s degree in human resources, business management or related field and 5 years of experience, or associate degree in a relevant field with 8 years of relevant professional, or High School Diploma with 10 years of relevant professional and administrative work experience. A minimum of 2 years of relevant Military Recruitment, Retention, and Attrition management experience Demonstrated understanding of Army retention processes, programming, incentives, and initiatives. Demonstrated understanding of factors contributing to Military attrition. Proficiency with the Microsoft Suite of applications. Excellent professional interpersonal and communication skills are required to collaborate professionally with various counterparts and stakeholders both orally and in writing. Preferred: Military leadership experience and training. Graduate Degree in Human Resources or related/relevant field. SHRM or other relevant industry certifications.
