Community Service Officer (CSO) - Full-Time

Description

OBJECTIVE

To provide a variety of public safety services including, but not limited to, follow up on nuisance complaints, animal control, control of recovered/found property, enforcement of various ordinances, and other community service-oriented tasks that ensure effective and prompt delivery of services.

SUPERVISION RECEIVED & EXERCISED

  • Works under the general supervision of the Police Sergeant and/or designee
  • Exercises indirect supervision to Interns and provides direction to assigned work teams.
  • Coordinates community special events that have been approved by City Council which may require streets being blocked/closed, overtime for officers, organizing various departments and organizations and assisting with the special event from a City perspective.

ESSENTIAL FUNCTIONS

NUISANCE COMPLAINTS

  • Interacts with others in a manner that is professional and inspires open communication
  • Receives nuisance type complaints in person or by telephone
  • Advises subjects of complaints on ordinance violations and necessary corrective action
  • Develops a good working knowledge of the types of cases that need to be referred to other City departments or agencies, and ensures accurate information is provided
  • Collaborates with City Building Official and Inspectors to investigate violations of various ordinances and regulatory codes. Issues warnings or citations as required and appears in court to testify as needed
  • Communicates with City Attorney regarding appropriate legal remedies

ANIMAL CONTROL

  • Issues warnings or citations to violators of the animal ordinance as required, appears in court to testify regarding animal control cases
  • Responds to and handles all animal complaints or violations of animal control ordinances, including animals running at large, barking dogs, bites or injuries, property damage and other public nuisances associated with animals
  • Prepares appropriate reports, ensures proper quarantine procedures, impounds animals when necessary, and ensures proper follow-up inspections are completed
  • Demonstrates an understanding of the various wildlife issues within the city, including handling nuisance or sick/injured animals, working with wildlife rehab programs, and working with other agencies as required

CONTROL OF RECOVERED/FOUND PROPERTY

  • Documents and inventories the found and seized property turned over to his/her custody according to department policy
  • Searches stolen property file and computer files to match recovered property with victims if possible
  • Assists in disposal of recovered property according to law and department procedures

OTHER TASKS

  • Operates a two-way radio to check registrations, report stolen vehicles, request assistance in emergency situations and relay information regarding work situations and suspicious activity
  • Coordinates with Public Works – Streets and Parks, County Highway Department, MnDOT, and other community entities regarding traffic control for special events or maintenance
  • Provides general supervision and direction to Community Service Officer Interns
  • Receives requests from Police Officers for special or specific information
  • Patrols City streets to monitor the flow of vehicles in timed parking areas, issues tickets for parking violations such as overtime parking, truck, bus, and fire hydrant zones, parking on the wrong side of the street, calendar parking and related violations
  • Reports and monitors dangerous road and sidewalk conditions, monitors traffic signals and signs, and reports any malfunctions
  • Identifies and records information on possible abandoned or stolen vehicles, traffic details, assist with stalled or disabled vehicles in traffic, and medical responses (if qualified)
  • Conducts patrol of City parks, performs park building security checks, enforces park ordinances, and communicates with public park users
  • Renders aid and assistance to the general public
  • Answers a variety of questions from the public regarding parking regulations, parking facilities, basic traffic regulations, location of public facilities, points of interest, and other public information
  • Delivers city documents to the City Council, Planning Commission, courts or others as requested or assigned
  • Makes other department-related pickups or deliveries as requested
  • Assists persons who are locked out of home or vehicle according to department procedure
  • May assist with various neighborhood initiatives
  • Performs periodic building maintenance at the APD as needed
  • Performs routine compliance checks with the City
  • Assists with deployment of the department’s speed trailer
  • Assists range instructors on range days

Position Requirements

Knowledge, Skills & Abilities Required

  • Must be able to communicate effectively orally and in writing
  • Must be able to work a flexible schedule to assist with various evening and weekend community events as needed
  • Ability to analyze situations accurately and adopt an effective course of action
  • Working knowledge of Windows, Microsoft Suite, and other law enforcement related computer programs
  • Must have ability to discreetly handle confidential matters
  • Must have the physical ability to drive for extended periods, handle animals (including large and small, domestic and wild), and move large and/or bulky objects
  • Must be able to tolerate stress in a multitude of forms, such as taking enforcement action, dealing with anxious and emotional persons, and working rotating shifts
  • Knowledge of parking enforcement principles, procedures, techniques, and equipment
  • Ability to learn applicable laws, ordinances, and department rules and regulations. Must be able to interpret, apply, and explain codes, rules, regulations, policies and procedures
  • Ability to establish and maintain effective working relationships with peers, supervisors, and the public

Minimum Qualifications

  • High school diploma or equivalent
  • Must have one year of experience in a customer or community service paid or volunteer position
  • Must possess valid Class D Driver’s License with a good driving record
  • Must have experience with computer programs and data entry
  • Must pass a background check with no Felony convictions or disqualifying criminal history
  • Must pass required Bureau of Criminal Apprehension and FBI data access training upon hire

Salary Range $28.90 - $36.12/hr DOQ
