Tribal Court Administrator, Lower Elwha Tribal Court

SUMMARY:

The Court Administrator ensures that the Lower Elwha Klallam Tribal Court operates effectively and efficiently. Responsibilities include supervision and management of Tribal Court staff, preparing the court's budget, obtaining and distributing public information, and ensuring court documents are processed and filed. The Court Administrator has day-to-day responsibility for managing all court operations including case management, courtroom support, facility management, quality assurance, safety, and security.

LOCATION: Lower Elwha Klallam Justice Center

SUPERVISOR: Chief Judge

WORK SCHEDULE: Monday-Friday, 8:00 a.m.-4:30 p.m.

SALARY LEVEL: $38.00 to $42.00 per hour

POSITION STATUS: Regular, fulltime, with benefits.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  • Oversees the administration of the Judicial Branch, which includes supervising all Court staff and managing all other day-to-day Court operations.
  • Maintains confidentiality of Court communications, and ensures that Court staff do the same.
  • Works with law enforcement and probation officers to ensure safety and security of the Judicial Center premises is maintained.
  • Performs Court Clerk duties in the Court Clerk's absence.
  • Represents the Tribal Court in interactions with the Lower Elwha Tribal Business Committee and outside entities.
  • Works with Court staff to develop, administer, monitor, and effectively manage the judicial budget, including grant program management or other grant-related duties.
  • Works with Court staff and outside agencies to organize training for Court staff and other Tribal staff who work closely with the Tribal Court.
  • Manages contracts with judges and defense attorneys to ensure a high level of services at competitive rates.
  • Develops and implements court policy and procedures, rules of court, and forms.
  • Establishes and maintains an electronic case management and filing system.
  • Publishes and maintains an up-to-date compendium of Tribal Laws, in cooperation with the Office of Tribal Attorney.
 
Position Requirements

KNOWLEDGE, EXPERIENCE, SKILLS AND ATTRIBUTES:

Required:

  • Degree in Paralegal studies, court administration, legal studies, or a related field OR at least five years’ experience in court administration.
  • A demonstrated ability to work cordially and effectively with staff and the public, including under stressful situations.
  • Pass a background check and never have been convicted of a felony, and have no conviction for a serious misdemeanor within the previous four years.
  • A valid driver’s license and be insurable under the Tribe’s liability insurance policy.
  • Submit to and pass a pre-employment drug/alcohol screening.

Preferred:

  • Three or more years of supervisory experience.
  • Experience working in Indian Country, particularly in a tribal legal system.
  • Knowledge of the culture and traditions of the Lower Elwha Klallam Tribe.

PHYSICAL REQUIREMENTS:

  • Ability to sit for an extended period, as well as stand, bend, reach, and climb stairs.
  • Ability to lift up to 25 pounds.
  • Ability to operate standard office equipment, including computer, printer/copier/scanner/fax, calculator, tape recorder, landline phone, cell phone.
