GENERAL RESPONSIBILITIES:

The Resident Services/Occupancy Specialist I (RS/OS) will work under the supervision of the Director of Community Housing. The RS/OS will be responsible for assisting tenants and community members with housing related services. The RS/OS will be responsible for the process of completing the required annual and interim recertification of information for occupancy, leases and ongoing case work for all tenants and applicants served by the DCH.

 

STANDARD QUALIFICATIONS:

All employees of Stockbridge Munsee Community must meet the following qualification:

  1. Must submit to and pass a pre-employment drug and health screening.
  2. Must be at least 18 years of age, unless otherwise stated on job description.
  3. Must maintain an acceptable departmental attendance record.
  4. Must be able to work weekends, nights and holidays
  5. Must obtain and maintain Elder/Youth License as stated on job description

 

DUTIES AND RESPONSIBILITIES:

  1. Gain and maintain a working knowledge of Native American Housing Assistance and Self Determination Act of 1996 (NAHASDA), the Federal Register, Stockbridge-Munsee Tribal Housing Ordinances, and Housing policies and procedures in order to assist and inform all tenants/applicants of requirements for housing. Make sure DCH is using the most up to date income guidelines and other program guidance to ensure compliance.
  2. Responsible to assure that all tenants are in compliance with leases, all required rules, regulations, ordinances, policies, and procedures. Responsible for sending all letters to tenants concerning applicable issues.
  3. Responsible for maintaining all tenant files in a fashion suitable for audit and legal review.
  4. Responsible for all on-going case management of all tenants which may include but is not limited to: all changes in income and household, written complaints, a tenant contact sheet, work orders, inspection reports, original applications, and copy of all contact letters and responses sent to all tenants.
  5. Gain and maintain a knowledge of Tribal Programs/Services and non-Tribal resources available to assist tenants and community members seeking housing assistance or to make referrals for services or benefits not provided or obtainable through the housing office.
  6. Establish and maintain a schedule to annually recertify all tenant income and household composition. This includes notifying all tenants of the date the rent is due, provide required paperwork, assist with the completion of paperwork as requested, verify all information presented about income and household, data entry, provide tenant with notice of any change in rent or house payment amount. Prepare proper paperwork for the accounting department to post changes to account.
  7. Establish and maintain a schedule to monitor the due date for all leases under NAHASDA and Tribal rental apartments managed by the DCH. This includes notifying the tenant of the due date, setting up appointments to review and sign the lease.
  8. establish and maintain a schedule for the required annual (or more often), move-in, move-out, and emergency inspections of NAHASDA rentals, Tribal rentals, and NAHASDA home buyer units. This includes notifying the tenant of the date and time the inspection will take place. Set up the ipad for inspection and set schedule for inspector. Schedule follow up inspections if required. Generate needed work orders. Generate letters to inform the tenant or homebuyer if they are responsible for the cost of repairs based on the inspector report. Add applicable charges to the tenant ledger.
  9. Assist in collecting applications and maintain a waiting list for persons or families interested in the Homebuyer Program. This includes requesting updated information each time a unit is available, verifying income, household, and eligibility. Responsible for sending all applicable letters to waiting list applicants.
  10. Assist in completing work orders.
  11. Responsible to conduct tenant orientations for new tenants which includes: review and sign lease, review all policies and procedures, sign required forms, collect payment of security deposit and rent required to move in, and assign keys.
  12. Meet with other administrative housing staff to review, revise, and update policies and procedures for recommendation to Board and Council. This includes notifying all tenants of approved changes.
  13. Monitor all tenant accounts monthly. Send “Friendly Reminder” notices to tenants who haven’t paid on time. Meet with and assist tenants that have a delinquent account with a payment agreement when necessary. Send letters concerning delinquent accounts and refer accounts to the Tribes Legal Dept. when necessary.
  14. Assist in answering phone, collecting payments, mailing/sending applications and all other office duties as needed for all of the programs that we administer: rentals, elder programs, emergency programs, etc.
  15. Assist the Director in any court-related preparation concerning tenants files, accounts, court dates, etc.
  16. Work with Public safety and law enforcement on any tenant related issues.
  17. Generate the month-end action and send all monthly reports to finance.
  18. Generate and assist the Director with all deposits and prepare for finance. Operate the Tribes credit card reader computer program, the check deposit computer program for deposits.
  19. Assist in accepting Elder Assistance program applications, processing of initial intake for qualifications and prepare for staff review. Assist applicants with filling out proper forms, attachments, assist inspector with scheduling inspections.
  20. Process all balance adjustments on tenant ledgers such as payroll withholdings, garnishments, per cap payments, etc.
  21. Monitor all home buyer accounts to see when they may be reaching conveyance status. If an account is paid in full, notify tenant and send notification to Tribal Secretary for a Convyance Resolution. Get copy of resolution after completed: send copy to tenant, put one copy in their file and put a copy in the Housing Board Meeting Minutes file.
  22. Assist with Utility Billing: collecting payments, deposits, meter reading equipment, balance adjustment, account monitoring, friendly reminders, shut-offs, new accounts, delinquent accounts etc.
  23. Work on Staff team to approve low rent, home buyer, Elder emergency assistance applicants, or any other assistance applicants needed for approval through Housing programs.
  24. Must maintain an acceptable departmental attendance record.
  25. Must be reliable and prompt when reporting to work.
  26. Required to attend job related, in-service, meetings, and training to maintain professional and technical knowledge.
  27. Must adhere to tribal law and other applicable laws as well as tribal personnel policies and procedures.

Position Requirements

QUALIFICATIONS:

  1. High school diploma or GED required.
  2. Experience in working with the public and various tribal and public agencies. Some knowledge of property management preferred.
  3. Must obtain admissions and occupancy certification.
  4. Above average knowledge of general business practices, tenant ledgers, accounting, money handling skills and the operation of various computer software/programs required.
  5. Ability to work independently with minimal supervision and must have excellent organization skills.
  6. Ability to communicate well both verbally and in writing required.
  7. Experience in maintaining records and files for auditing purposes preferred.
  8. Ability to maintain confidentiality required.
  9. Must attend all training as directed by Supervisor.
  10. Must obtain and maintain coverage under the employer’s Employee Dishonesty policy.
  11. Must submit and pass a background security check to meet the Elder/Youth License Requirement as it pertains to the position and the location of the department prior to and during the course of employment with the Stockbridge-Munsee Community.
  12. Must pass pre-employment drug and health screening. Must adhere to the Tribe’s Drug and Alcohol Free Workplace Policy during the course of employment.
  13. Must have a valid driver’s license, reliable transportation, and insurance are required. Must obtain a Wisconsin driver’s license within 30 days of employment if applicant has an out-of-state driver’s license. Must meet and maintain the eligibility to operate a personal or tribal vehicle under the driver acceptability guidelines as established by Mohican Nation Insurance.
  14. Must have demonstrated ability to maintain satisfactory working record in any prior or current employment.

 

PHYSICAL REQUIREMENTS/WORK ENVIRONMENT

 

1. This position requires a lot of sitting, walking, bending, lifting and carrying with the ability to physically stoop, kneel, crouch, and lift and/or move up to forty () (40) pounds.

2. Evening and/or weekend is required as needed. Extended hours and irregular shifts required as needed.

3. Work environment requires excellent personal hygiene due to working near others.

4. A Tuberculosis (TB) Screening and/or TB Skin Test may be required and fit-testing for respiratory protection.
