POSITION TITLE:  GIS Analyst

Full-time, Exempt

Salary Range $56,430.00 – $70,486.00

GENERAL STATEMENT OF DUTIES:  Under general direction from the GIS Administrator, this position supports the development and maintenance of maps, spatial data, and statistical reports, including but not limited to GIS and asset management systems for the city. This position provides department-specific GIS and asset management data to coordinate and integrate with data maintained by Public Works, Community Development, and other departments. Performs duties in a manner consistent with the stated values of the city. 

EXAMPLES OF DUTIES:

Creates maps, maintains spatial datasets, and runs spatial analysis using ArcGIS Pro.

Responsible for design and implementation of ArcGIS Online web maps/apps for both public facing and internal use. 

Converts a variety of source data including CAD drawings, planning documents, and tabular data into feature classes & shapefiles.

Creates and maintains customized digital maps as requested, including adapting existing and developing new spatial data sources, and designing and producing map layouts for presentation purposes; creates map templates supporting end user needs.

Advise on methods of depicting spatial data, creating thematic maps, and translating project goals into appropriate map displays; advise on the level of data accuracy given the available data and its data limitations.

Participates in a team environment to assist and recommend methodology to be used to create special studies; projects and reports where GIS spatial accuracy and expertise is needed.

Documents methodology and data sources used in the creation of spatial data and map compositions. Research data sources and obtains data from other agencies and departments supporting citywide customer service requests; utilizes database management tools.

Provide assistance and training to other staff members on the use of desktop, online, and mobile mapping applications and processes.

Archive outdated ArcGIS Online web maps and associated datasets.

Performs other duties as assigned.

QUALIFICATIONS:

Knowledge, Skills & Abilities (Required in all job descriptions)

Working knowledge of principles, theories, and methods of Geographic Information Systems.

Substantial experience with ESRI GIS software products, particularly ArcPro, ArcMap, and ArcGIS Online.

Working knowledge of SQL.

Working knowledge of Windows and AutoCAD.

Knowledge of relational database management concepts and structures.

Knowledge and experience in software project management methods.

Knowledge and experience in complex spatial databases.

Ability to explore GIS methods and determine their relevance and effectiveness in terms of meeting City goals and objectives.

Ability to manage projects, timelines, and project budgets and to communicate project status to involved parties.

Ability to establish and maintain effective working relationships with City officials, community organizations, the public and other City employees.

Ability to communicate verbally and in writing for technical and non- technical audiences.

Ability to follow both verbal and written instructions and the ability to issue clear concise verbal and or written instructions to other employees. 

Ability to perform important duties outside of or beyond the realm of GIS without direct supervision and to the satisfaction of the Department Director.

Ability to successfully coordinate activities with other agencies, organizations, and individuals.

This position requires a high level of problem-solving ability and initiative.

Must have excellent Microsoft Office (Word, Excel, Outlook, and PowerPoint) skills.

Strong written and verbal communication skills with the ability to effectively communicate and interact with all levels of personnel and visitors of the City of Lone Tree. 

Must have the ability to operate a variety of standard office equipment, e.g. copier, personal computer.

Demonstrated personal effectiveness, credibility, thoroughness, flexibility, and collaboration skills in adhering to and advancing the City’s vision, mission and values and ethical standards.

Education/Experience

Bachelor's degree in GIS, Geography, Computer Science, Urban Planning/GIS emphasis or related field from an accredited college or university.

At least three years of practical and relevant experience using ArcGIS (ArcMap 10.x/ArcPro 3.x/ArcGIS Online) within an ArcGIS Enterprise working environment plus working knowledge of assessment management systems (SQL Server), database maintenance, and GPS surveying.

Experience with Python/Arcade strongly preferred.

An equivalent combination of education, training and experience will be considered.

A valid driver's license is required.

The successful candidate must satisfactorily complete a criminal background check prior to commencing employment.
