Senior Integrated Master Scheduler | HYBRID

We are seeking a Senior Integrated Master Scheduler to support our TSA program.  TSA's mission is to protect the nation's transportation systems to ensure freedom of movement for people and commerce. This position will directly support the Enrollment Services and Vetting Programs (ESVP) unit within TSA who are responsible, among other activities, for overseeing enrollment in its Trusted Traveler (TSA PreCheck®) and Registered Traveler (CLEAR) programs. This role will support the front office of ESVP and support a variety of activities, including document creation, meeting support, action tracking and analysis, and other activities as assigned.

This role is hybrid, split between remote and onsite support at the client’s site in Springfield, VA. 

 

POSITION RESPONSIBILITIES:

The role will interface with senior and mid-level managers to develop schedules, report the program status, support ad-hoc reporting, and support the development and maintenance of scheduling documentation such as the Schedule Management Plan (SMP), Program Work Breakdown Structure (PWBS), schedule basis documents, and other pertinent documentation as required by the agency. 

  • Develop and maintain a complex Integrated Master Schedule (IMS) for earned value programs to ensure compliance with internal program procedures as well as EVM System Description guidelines and DI-MGMT- 81650 (Integrated Master Schedule Data Item Description).
  • Work with Project Managers to track Project Schedules at regular intervals for GAO scheduling best practices to improve schedule performance across all programs.
  • Support program planning by requirement management, scope management, resource management, implementation plan development/management, schedule and dependency management.
  • Coordinate with project teams to gather all levels of project plans and schedules; integrate schedules and manage dependencies across multiple schedules.
  • Works with projects managers and/or program managers, team leads and stakeholders to ensure that schedule data is accurate.
  • Participate in all program activities related to the preparation and communication of the Integrated Master Schedules (IMS).
  • Present the baseline schedules for review and ensure schedule accuracy and adherence to Governance and Quality process and standards. 
  • Ensure resource assignments are accurate and agreed upon by resource managers projects and projects have defined critical paths. 
  • Informs Program Manager of any delays as a result of resource assignment and allocation challenges. 
  • Review, compare, and analyze schedule performance against baseline program plans. 
  • Provide schedule performance visibility to program management through metrics, reports, and briefings 
  • Forecast performance and perform risk analysis of schedules, and provide management with an understanding of the current schedule, risks, opportunities, and recommended actions to address variance and predict future performance. 
  • Evaluate and manage the program critical path; perform schedule health metric analysis to identify risks, look for opportunities to improve plans, and to raise and help resolve plan-oriented issues. Ensure dependencies are fully incorporated and that critical path is fully understood and communicated.
  • Maintain project schedule rhythm for status; reporting; establishing deadlines; monitoring milestone completion; providing timely reporting of issues impacting progress; coordinating actions; resolving conflicts.
  • Must be able to motivate internal and third party team members to deliver important information on time in a matrixed environment.
  • Provides schedule "recovery plan " development, and schedules updating "what-if " analysis, as required.
  • Ensures management understanding of network logic, Gantt, pert, milestone lists, and resource information in the schedule. 
  • Develop Top Level schedule format and application across all programs for consistency in reporting.
  • Develop and maintain common program templates for field definitions, global distribution and report generation. Monitor and improve schedule processes and procedures. Train team members on improved processes. 
  • Willingness to work a flexible schedule as needed to develop and manage schedule and ad-hoc requests.
 
Position Requirements

POSITION REQUIREMENTS:

  • 10 + years of related experience with Microsoft Project proficiency to include schedule planning, schedule development, schedule analysis, and schedule integration 
  • 10 years of experience providing Project Management support preferably for IT system implementations in the Federal government.
  • Proficient in use of MS Project 2010 and beyond, SharePoint, Excel, Word, PowerPoint, Visio, Project Server
  • Experience with Visual Basic to support custom ad-hoc reporting.
  • Experience with DHS clients is preferred.
  • Experience with Milestones Professional and Chronicles OnePager Pro.
  • Familiarity with the Systems Engineering Life Cycle (SELC) and DHS Acquisition Life Cycle a plus.
  • Proven knowledge of the Earned Value Management System (EVMS). 
  • Demonstrated ability to balance technical/cost/schedule constraints. 
  • Demonstrated knowledge and experience in assisting Integrated Product Teams (IPTs) in planning, scheduling and cost estimating tasks. 
  • Demonstrated experience and knowledge of Cost Estimating/Basis of Estimate (BOE) Generation.
  • Knowledge of the Software Development Life Cycle (SDLC) and Agile 
  • Excellent written and verbal communication skills.
  • Strong attention to detail as well as a proven track record of client satisfaction.
  • Demonstrated ability to lead and work with cross functional teams including senior level.
  • Must be able to thrive in a fast-paced, rapidly evolving environment with varying priorities, based on a team building culture.
  • Positive, forward thinking self-starter and work independently and within a large team.
  • PMP or PMI-SP a plus.

Clearance Requirement US Citizenship required. Active DHS Public Trust preferred. Ability to obtain clearance required.
