Description

BETAH Associates seek a highly skilled and motivated Project Manager to lead our team in managing technical and logistical support contracts, specifically involving the peer review of discretionary grant applications for a government client. This role is pivotal in ensuring the effective and efficient management of program operations, delivering exceptional results, and maintaining strong relationships with government clients, project staff, and corporate leadership. This position will be mostly remote but may require occasional travel to our Rockville office and the client site.

Key Responsibilities:

  • Provide management oversight and team support, serving as the primary point of contact for Contracting Officer's Representatives (CORs), project staff, and BETAH corporate leadership.
  • Oversee the annual cycle of solicitation activities, from posting to reviewer payment processing, ensuring all aspects run smoothly and efficiently.
  • Develop and submit comprehensive deliverables, including reports, analyses, summaries, evaluations, and debrief reports, with a focus on accuracy and thoroughness.
  • Plan, forecast, and manage resources to address the dynamic nature of work activities, including engaging subcontractor partners for supplemental staffing and overseeing the recruitment, training, security clearance processes, and performance.
  • Screen, hire, train, and manage a diverse team of full-time, part-time, and on-demand subcontract staff to support the program's seasonal and cyclical activities.
  • Facilitate continuous process improvements through procedural and technological enhancements, including coordinating technical projects and system maintenance.
  • Engage proactively with client officials for feedback and conduct mid-year and year-end debriefings to discuss performance, lessons learned, and forward-looking recommendations.
  • Ensure strict adherence to policies and practices, especially in managing the peer reviewer database, tracking payments, and validating yearly renewals.
  • Apply performance and project management tools to ensure compliance with all relevant procedures, quality assurance measures, and federal policies.
  • Support BETAH's business development efforts and participate in corporate meetings to discuss contract performance, client management, and problem resolution.

Supervisory Controls:

  • Direct management of client project team staff and subcontractor staff, ensuring high standards of performance and accountability.

Qualifications:

  • General Skills: Exceptional verbal and written communication skills, budget development and tracking, and management expertise of diverse, multi-disciplinary teams, leadership, and team motivation abilities, high accuracy and attention to detail, strong planning and organizational skills, exemplary customer service and management, and effective risk mitigation strategies.
  • Education and/or Experience: Master's degree or equivalent from an accredited institution. A minimum of eight (8) years of experience in managing large, complex, multi-tasks projects. Project Management Professional (PMP) certification is highly desired.
  • Travel Requirements: Local travel may be required for client meetings.

Preferred Qualifications:

  • Proven experience in supporting projects focused on enhancing youth well-being and preventing and ending youth homelessness.
  • Strong background in supporting young people and families affected by teen pregnancy, leveraging a compassionate, harm-reduction, and trauma-informed approach.
  • Demonstrated ability to create safe, supportive environments for youth facing homelessness, incorporating strategies that prioritize their physical and emotional well-being.
  • Commitment to employing a trauma-informed care model, recognizing, and responding to the effects of all types of trauma on young individuals and their families.
  • Skilled in collaborating with community organizations, government agencies, and stakeholders to design and implement programs that address the root causes of youth homelessness and teen pregnancy.
