WORK OBJECTIVE

This technical position is responsible for field inspections and re-inspections of new buildings, structures, and additions to existing buildings/structures at appropriate increments of the construction period to ensure compliance with the Florida Building Code and other adopted City Codes and Specifications.

ESSENTIAL FUNCTIONS

Note: Each Building Code Inspector/Plans Examiner must be licensed in the appropriate category with a State of Florida Standard or Provisional License to perform the inspections/plan reviews described below.

  • Performs inspections and plan reviews of buildings and structures, plumbing, electrical, and mechanical installations, that requires considerable knowledge in the electrical, carpentry, plumbing, building construction, or mechanical field, as well as in-depth knowledge of all applicable codes and ordinances.
  • Takes requests for building inspections and re-inspections, scheduling these requests in an organized manner to reduce drive time. Performs residential and commercial plan reviews as required/assigned.
  • Drives to construction sites and inspects and re-inspects new and existing buildings and structures during construction to ensure that such components as steel placement, floor and wall construction, roofs, beams, columns, lintels, interior partitions, door assemblies, stairways, voice communication systems, etc. comply with approved plans and specifications, Florida Building Codes, and related ordinances and laws.
  • Inspects and re-inspects electrical wiring in new and existing structures for compliance with the National Electrical Code and City Codes. Examines emergency power systems, permanent and temporary electrical installations, and verifies that equipment is listed and labeled for the intended use to ensure its properly installed and functional. Performs electrical plan reviews as required/assigned.
  • Inspects and re-inspects air-conditioning, ventilation, heating, and refrigeration equipment and installations in residential and commercial buildings to ensure that components such as ducts, disconnect switches, fire dampers, exhaust systems, condensate drain lines, etc. are properly installed and comply with the Florida Building Code- Mechanical. Performs mechanical plan reviews as required/assigned.
  • Inspects and re-inspects drainage and plumbing systems (drainage, waste, vents, and water pipes) for leaks, proper size/type and slope to ensure compliance with approved plans and Florida Building Code-Plumbing. Performs plumbing plan reviews as required/assigned.
  • Examines fixtures, appliances, and special fittings (petroleum) for proper vent size, height, vent caps, approved materials, location, leakage, cut-off valves, temperature/pressure release valves, back-flow preventors, trap primers, etc. to ensure compliance with Florida building Code-Fuel Gas. Performs gas plan reviews as required/assigned.
  • Verifies that all site protection (i.e. silt fence, sanitary facilities, dumpster, etc.) are in place prior to performing inspections.
  • Detects hazards and violations; recommends corrective action; and logs and tracks inspection reports, inspection findings, and plan reviews within the City's on-line system and onto the permit to approve or disapprove each phase of completed work/plan review. Notifies the permit holder of necessary corrections observed with written/typed lists of violations and departures from approved plans and/or manufacturer specifications/requirements, with the appropriate code references.
  • This position requires the posting of 'stop work' orders, and 'unsafe structure' notices. In extreme cases, this position may require shutting down jobsites if management deems the site to be in violation of the Winter Garden Code requirements.
  • Consults with contractors and other interested parties regarding violations, plan deviations, and acceptable correction methods by interpreting applicable codes and City procedures, notifying the applicant in writing by either a correction notice at the jobsite, or an email for plan review.
  • Works conjointly with other City Departments, maintaining open communication to resolve site/building code issues as they arise.
  • Makes recommendations to the Building Official for the issuance of Certificates of Occupancies and Certificates of Completion.
  • Informs the Building Official of incorrect construction methods, materials, or construction practices that are occurring at construction sites.
  • Provides expertise to the Code Enforcement Official concerning existing structural, electrical, plumbing, and mechanical conditions of existing buildings, and testifies before the Code Enforcement Board concerning building code violations of existing buildings within the City.
  • Work is performed under general supervision, according to established guidelines, and performance is reviewed through reports submitted, meetings, and results obtained for technical sufficiency and consistent application.
  • Performs other job-related duties as assigned.

MINIMUM QUALIFICATIONS

  • High School diploma or GED equivalent minimum.
  • Demonstrates a combination of postsecondary education in the field of construction or a related field totaling five (5) years' experience, of which a minimum of two (2) years are in construction, building code inspection, or plans review (i.e., hands-on tradesman, Supervisor, Division 1 or Division 2 Contractor or Building Inspector/Plans Examiner).
  • Requires a State of Florida Residential Inspector, as well as two (2) of the following: Standard Inspector or Standard Plans Examiner license in Building, Electrical, Mechanical, or Plumbing.
  • State of Florida Residential Plans Examiner license preferred.
  • Availability to provide damage assessment assistance during times of local emergencies.
  • Possesses and maintains a valid Florida Driver's License and good driving record.

KNOWLEDGE, SKILLS, AND ABILITIES

  • Ability to establish and maintain productive working relationship with all City organizational levels, contractors, architects, engineers, and property owners to obtain a high level of code compliance while demonstrating courtesy, tact, and excellent customer service.
  • Excellent oral and written communication skills, with the ability to communicate with supervisors and other customers professionally and effectively about inspections/plans review.
  • Good working knowledge of and ability to interpret and enforce Florida Building Codes, National Electrical Code, City of Winter Garden Muni Codes, and construction plans and specifications, with the ability to research answers/methods via the Internet and printed reference material.
  • Thorough knowledge of modern construction methods, practices, materials, and equipment as applied to approve building inspections; the latest Florida Building Codes adopted by the City of Winter Garden; City ordinances pertaining to building construction; and building, electrical, plumbing, mechanical, heating and air conditioning construction, and inspections.
  • Requires considerable initiative and independent judgment in the interpretation and application of codes in making sound technical decisions in the field.
  • Demonstrated proficiency with Microsoft Office and other work-related software and hardware.
  • Ability to assist in training other building inspectors.
  • Ability to operate motor vehicle including automobiles and light trucks.

ENVIRONMENTAL & PHYSICAL REQUIREMENTS

  • Work is performed in both indoor and outdoor environmental conditions with exposure to varying weather conditions including inclement weather, heat, humidity, and cold, as well as dust, fumes, noise, uneven surfaces, and poor lighting.
  • Daily exposure to conditions of buildings or facilities under varying stages of construction, demolition, or disrepair, including materials used in the building trade.
  • Continual light work and occasional heavy work that involves intermittent reaching with hands and arms, stretching, twisting, and crawling. Position also frequently requires long periods of walking, standing, sitting, climbing, kneeling, stooping, crouching, balancing, reaching, bending, grasping, handling, feeling with hands and fingers, finger/hand dexterity, hearing, speech, driving a vehicle, and remaining alert at all times.
  • Moderate levels of eye/hand/foot coordination and the ability to occasionally climb ladders, work at heights, and in confined spaces.
  • Requires sufficient visual acuity (i.e., read plans and blueprints, see details of objects, distinguish between colors and shapes, etc.), periods of prolonged visual concentration both near and far, and the ability to hear above considerable noise levels (i.e., at building sites).
  • Ability to regularly move and/or lift up to 25 pounds and occasionally up to 50 pounds.
