POSITION TITLE:  Senior Project Engineer

FLSA Status: Exempt

Salary Range: $80,644 - $100,856

GENERAL STATEMENT OF DUTIES: 

The Public Works Senior Project Engineer reports to the Deputy Director of Public Works - Engineering and performs advanced professional level project management work on complex, multifaceted projects from inception to completion including the management and coordination of projects that have city-wide impact and requires a global, strategic understanding of city agencies and city policies, standards, and systems and will be responsible for the following essential functions:

EXAMPLES OF DUTIES:   

Capital Improvement Project Management

Manage the development of multiple and diverse capital improvement projects involving maintenance and upgrades of the City’s infrastructure, including streets and storm drainage.

Navigate complex federal and state transportation requirements on capital improvement projects with associated funding awards.

Manage the public involvement; oversee consultants; and meet schedule and budget objectives for assigned projects. With assistance of the Communications Office staff, make and execute plans to communicate pro-actively and continuously the purpose, status, and impacts of approved projects to residents and businesses near project sites.

 Provide accurate and complete information for management and/or City Council to assist with decisions on whether the city should pursue specific projects.

Coordinate right-of-way and easement acquisition for public improvements.

Coordinate with the City Attorney regarding contract documents and legal questions that arise regarding capital projects.

Conduct solicitations for bids and proposals. Prepare, review, and edit Requests for Qualifications, Requests for Proposals, and Invitation for Bids documents and assist other departments when these needs arise.

Manage pre-bid and pre-proposal meetings; prepare and issue addenda; for bids -conduct bid openings, prepare bid tabulations, and perform post-qualifying reviews of bidders; for proposals - receive proposals, establish selection committee, and lead review, evaluation, and recommendation for award; issue notice of award; finalize contract documents; issue notice to proceed. 

Monitor contractors' performance and compliance with contract terms. Coordinate with staff field inspectors or contract inspectors, identify problems, and recommend solutions in consultation with staff throughout other City Departments throughout the project. 

Maintain records of contract and project status; prepare and distribute project status reports.

Attend and/ or lead a variety of meetings to administer contracts and communicate contract status and expectations. Prepare contract-related correspondence. Review and negotiate requests for contract amendments or change orders and prepare related documents.

Verify, approve, and process payment requests.

Administer project acceptance, claim process, and final payment. Administer contracts during warranty period; prepare final closeout document and archives files.

Work effectively and with professionalism with all levels of staff, including department directors, the City Manager, and the public to implement projects successfully, including those which may on occasion be complex and controversial. Respond to and resolve difficult and sensitive citizen inquiries and complaints.

Manage partnering agency and/or stakeholder coordination.

Review of traffic control plans for capital improvement projects as well as other projects located within the city.  Obtain transportation control supervisor training within one year of hire.

Capital Improvement Planning and Budgeting

Participate in the forecast of funds needed for design and construction for capital improvement projects; monitor and approve expenditures; implement adjustments; assist in pursuing funding partnerships necessary to support the Capital Improvement Program.

Proactively provide ongoing information to the public regarding the Capital Improvement Program, including streets and drainage; respond to questions and resolve complaints as needed; attend community meetings and make presentations related to capital and special projects.

 Conduct a variety of organizational and operational studies and investigations.

Development Review Engineering

May serve as a subject matter expert related to specific components of design for development projects.

Occasionally Reviews development submittals in accordance with City and applicable County and/or State criteria and requirements.

Assists in the development and/or updating City standards for development.

Coordinates and prepares easements associated with development projects.

Provides written referral responses to other City Departments and applicants which identifies conformance and nonconformance to City criteria. 

 Analyzes existing public infrastructure for necessary upgrades to the adjacent roadway and drainage facilities required by development projects.

Identifies right-of-way and easement needs for projects, reviews easement forms and exhibits, and assists in the easement acceptance process.

Serves as a senior technical engineering resource during project review and construction and may inspect or direct inspectors on questions related to infrastructure construction.

Other Related Functions

Lead complex engineering studies and analysis on a variety of engineering projects.

Prepare and present staff reports and other necessary correspondence to the City Council, boards, and commissions.

Coordinate assigned activities with other divisions, departments and outside agencies and establish and maintain cooperative working relationships with co-workers, other departments, consultants, contractors, and citizens.

Recommend modifications to public works programs, policies, and procedures as appropriate.

Provide technical support and assistance to the City Manager, Public Works Director, Deputy Director of Public Works - Engineering, and to the directors and managers of departments with assigned projects.

Attend and participate in professional organization and other group meetings, staying abreast of new trends and innovations in the field of public works and project management.

Assists with grading permit, floodplain development permit, and right-of-way permit application processing and oversight.

Respond and perform assigned duties in the event of a city-declared emergency.

Perform related duties and responsibilities as required.

Education and Experience

Requires a bachelor’s degree in civil engineering, construction management, or a related field from an accredited college or university.

Minimum Five years related experience or equivalent combination of education and experience, with three years of professional construction project management experience.

This is an exempt, full-time position, working 40 hours per week. The City of Lone Tree’s Public Works business hours are Monday through Friday, 7:00 a.m. to 4 p.m. Actual work schedule will be determined upon hire.
