Manager, Supply Chain Services 

Description

Job Purpose

Manage procurement, contracting, warehousing, and inventory control to meet the material, service, and fuel needs of all areas of the Utility while ensuring compliance with Iowa Code and Utility policy. Provide leadership to the department by developing department goals, establishing standards for employee development, and budgeting for department needs.

Primary Duties

Operations

  1. Responsible for all aspects of the Supply Chain Services department of MPW at all Utility locations, ensuring that activities are aligned with Utility goals and objectives, and comply with all applicable laws, regulations, and policies in collaboration with Director, Legal, Regulatory & People Services and Director, Finance & Administrative Services. This responsibility includes:
    1. Develop and monitor centralized procurement operations for all areas of the utility.
    2. Oversee contracting and procurement services for large capital projects, including reporting and recommending actions to the Board of Trustees.
    3. Direct the management of Utility inventory, including the identification of proper inventory levels, disposition activities, and addition of new stores items.
    4. Review and analyze market conditions, item availability, and commodity costs to recommend adjustments in accordance with contract specifications.
    5. Review and monitor requirements and specifications on contracts, leases, agreements, and vendor terms and conditions, ensuring proper approval by Utility management and execution by Contractor.
    6. Monitor resolution of problems with vendors, products, services, and internal customers, intervening where necessary.
  2. Participate as a member of the Fuel Procurement Committee evaluating the fuel needs of the Utility, market conditions, and negotiate the transportation and fuel contracts.
  3. Participate as a member of the Generator Utilization Team/Wholesale Energy Subcommittee to review railcar management, coal inventory levels, environmental regulatory impacts, costing for each generating unit (coal, oil, and natural gas), and deployment of generation assets into the MISO market.
  4. Participate on strategic project teams for large capital projects to facilitate successful completion on time and within budget.

Communications and Leadership

  1. Supervise and evaluate the Supply Chain Services personnel and coordinate the operation of the department in the most efficient and cost-effective manner.
    1. Make recommendations for hiring, promotion, evaluation, discharge, or other disciplinary action.
    2. Provide guidance to staff regarding work procedures, technical issues, work priorities, and special requests.
    3. Monitor work schedule for department, including the review and approval of payroll for the department.
    4. Assess, actively develop, and set goals with employees to assist in their preparation for future growth within the Utility.
  2. Identify and prepare for succession planning needs within the department and develop employees as necessary to meet those needs.
  3. Develop, implement, and monitor policies and programs to achieve Utility goals and objectives.

Financial Management

  1. Develop the annual operating budget and appropriate projections for the department.
  2. Review Supply Chain Service’s compliance with the budget each month.
  3. Assist with development and enforcement of risk management strategies for the Utility, including assisting Director, Finance & Administrative Services managing insurance policies, claims, certificates of insurance and resolving damage claims that fall withing MPW’s self-insurance levels
  4. Planning and directing procurement and inventory activities to assure conformance with Utility goals, objectives, and Iowa Code.

Organizational Effectiveness

  1. Champion a culture of continuous improvement within the department. Utilize lean principles and other continuous improvement tools to the department more efficient.
  2. Actively participate in associations and functions that help assure the Utility is staying abreast of trends, markets, and current issues that relate to Utility Supply Chain Services and fuels procurement.

Safety & Risk Management

  1. Develop/maintain a culture of safety within the department. Support the Utility’s safety programs, ensure adequate training, and provide safe working conditions and practices.
  2. Work with Director, Legal & Regulatory Services to resolve commercial terms and conditions, disputes, and arbitration or litigation issues to mitigate risk to the Utility.
 
Position Requirements

Qualifications

Knowledge

  1. Bachelor’s degree in business, marketing, economics, or other related field, or equivalent combination of education and experience required.
  2. Minimum 5 years supply chain management experience; public sector or government procurement experience preferred.
  3. Public sector or government procurement experience preferred.
  4. Certified Purchasing Manager or Certified Professional in Supply Management certifications preferred. Certifications must be maintained while employed.
  5. Working knowledge of computerized maintenance management system or automated inventory, procurement and work order system.
  6. Knowledge of Collective Bargaining Agreement preferred.

Skills

  1. Excellent verbal and written communication skills.
  2. Excellent interpersonal and listening skills, with ability to build productive professional relationships and promote a team atmosphere.
  3. Project management skills.
  4. Proficiency with use of Microsoft Office Word, PowerPoint and Excel at an intermediate level.
  5. Previous experience with procurement and inventory management systems.
  6. Good judgment and reasoning skills.
  7. Problem identification, analysis, and solving.
  8. Strong leadership skills to influence, motivate, increase productivity, promote teamwork, and maintain a positive image both within the department and as a representative and employee of the utility.

  1. Ability to work as part of a team, either as team leader or a member of a team.
  2. Ability to think strategically but also focus on tactical and operational issues.
  3. Ability to drive results and ensure work is accomplished properly, safely, and in a timely manner.
  4. Ability to use discretion in maintaining confidentiality and handling sensitive information.
  5. Ability to work independently, effectively prioritize work, manage multiple tasks, meet deadlines, and adjust work priorities as needed to meet department/organizational objectives.
  6. Ability to evaluate developmental needs of personnel and ensure that proper training is received.
  7. Ability to influence or defuse as needed.
  8. Ability to present to large and small groups.

Other Position Requirements

  1. Must possess a valid driver’s license.
  2. Must be able to attend work on a regular basis.
  3. Must be able to travel for work.
  4. Must maintain a method of communication to be contacted by MPW outside normal work hours.

Work Environment

  1. Work environment is primarily in an office environment.
  2. Must comply with all safety and site rules at all locations.
