System Operator Trainee

Job Purpose

Responsible for gaining a comprehensive working knowledge of all aspects of System Operations through a combination of formal training (directed and self-directed) and on-the-job training. The Trainee will work towards directing and operating the Utility’s electric and water systems to ensure reliable and cost-effective delivery of power and water to the customer while contributing to the stability of the Bulk Electric System (BES), interconnected and distribution power grid.

While working under the direction of a NERC-Certified System Operator, the Trainee will participate in daily routine or emergency operations of the system.

Specific Responsibilities

  1. Actively participate in a fast-paced learning program of formal training, on-the-job training, site visits and self-study, including review of basic electricity, substation operations, power plant operations, interconnected power system operations, energy markets, and water system operations.
  2. Under the direction of a NERC-Certified System Operator, learn the appropriate responses to system conditions and operations required to maintain the reliability and economic efficiency of the BES. This includes:
    1. How to monitor and adjust system voltages and frequency, making adjustments as necessary.
    2. How to maintain, update, and issue reports relating to system operations, as well as the requirements for reporting to MISO, NERC, and the Department of Energy.
    3. How to use the MISO Outage Scheduler, Control Room Outage Window (CROW), in routine and emergency situations.
    4. How to write, issue, and direct switching orders for emergency and normal system operations and maintenance work.
    5. Maintain a daily record of weather, system load, and tie-line control data.
  3. Learn the appropriate responses to system conditions and operations for the water system. This includes:
    1. How to evaluate appropriateness of reservoir levels and water facility operations.
    2. How to identify emergency situations and the correct response to system issues.
  4. Participate as needed in emergency response activities for electric and water, including performing call out duties for investigation and initial response. Under the direction of the Incident Commander, or other senior official, follow plans and procedures and interconnection documents that relate to operating emergencies.

Other Responsibilities

  1. Work to complete tasks as described in the MPW Electric Power System Operator Program segments to achieve System Operator I status in the time agreed.
  2. Monitor security systems.
  3. Respond to telephone calls from customers relating to electric, water, and communications systems operations and outages or other questions relating to MPW. Primary phone answering responsibilities from midnight to 6 am.
  4. Act as liaison between MPW and emergency response teams (fire, police, EMT) as needed. Respond to all MPW emergency calls initiated by employees.
  5. Issue hold tags and administer the Switching and Hold Tag Order Procedure for the A/O field crews.
  6. Provide information to other departments and the outside marketing partner.
  7. Other duties as assigned.
 
Position Requirements

Qualifications

Knowledge

  1. High school graduate or equivalent. Associate’s degree preferred.
  2. Must have, or be able to obtain, NERC Certification within 1 year. Upon obtaining certification, must keep certification current while holding the position.
  3. Basic knowledge of economics and costing procedures.
  4. Must be willing to sign and abide by confidentiality agreements.

Skills

  1. Excellent verbal and written communication skills.
  2. Excellent interpersonal and listening skills, with ability to build productive professional relationships and promote a team atmosphere.
  3. Proficiency with use of Microsoft Office Word and Excel at an intermediate level and Access databases.
  4. Proficient in PC operating systems, including navigation of folder hierarchy structures.
  5. Good judgment and reasoning skills.
  6. Problem identification, analysis, and solving.
  7. Proficient in intermediate math skills.

Abilities

  1. Must be able to work 12-hour swing shifts alone and in potentially stressful situations.
  2. Ability to learn and retain technical information quickly.
  3. Ability to work as part of a team, either as team leader or a member of a team.
  4. Ability to think strategically but also focus on tactical and operational issues.
  5. Ability to drive results and ensure work is accomplished properly, safely, and in a timely manner.
  6. Must be able to read and understand electronic and paper utility maps.
  7. Must be able to distinguish colors.
  8. Must be able to maintain a positive attitude during stressful situations.
  9. Ability to use discretion in maintaining confidentiality and handling sensitive information.
  10. Ability to work independently, effectively prioritize work, manage multiple tasks, meet deadlines, and adjust work priorities as needed to meet department/organizational objectives.

Other Position Requirements

  1. Must possess a valid driver’s license.
  2. Must be able to attend work on a regular basis.
  3. Must be available to work overtime as needed.
  4. Must maintain a method of communication in order to be contacted by MPW outside normal work hours.

Work Environment

  1. Work environment is in an office environment at the A/O Center and Generation site.
  2. Must comply with all safety and site rules at all locations.
  3. Must be able to travel for work.
